The ministry opposes granting a deferment only to information technology employees working with military technology. The head of the department, Maksut Shadayev, said that, taking into account restrictions on the import of foreign IT solutions, it is necessary to ensure the emergence of Russian competitive analogues in all significant niches as soon as possible, “this is a matter of ensuring technological sovereignty.”

Partial mobilization has been announced in Russia since September 21. The Ministry of Defense reported that representatives of certain professions could be exempted from service in order to ensure the “work of certain high-tech industries.” As clarified in the Ministry of Digital Development, among the applicants for a deferment— employees of accredited IT companies working with IT solutions (software, hardware and software systems) or involved in ensuring the operation of information infrastructure. On September 24, Fadeev, in an address to the head of the Ministry of Defense, Sergei Shoigu, expressed bewilderment due to the fact that “all IT people were immediately shielded.” In his opinion, only IT specialists who work with military and dual-use technologies, ensure the operation of critical infrastructure and backbone companies, including industrial ones, should receive a deferment from conscription.

As Shoigu assured earlier, partial mobilization will affect 300 thousand, or 1% of the country's mobilization resource— those who served, have combat experience or a military specialty.

Every year we hold a large final event “QuantoExpo”, where the experts – industrialists and industry experts – choose the best project. – Can everyone study for free?

– Every year we allocate 2.4 thousand state-funded places, and children study free of charge within this number. There are additional classes on a paid basis, but there are mostly short-term programs.

– How to see the future IT specialist, programmer?

– With the right approach, anyone can be taught. The most important – interest the child. Very little kids come to us – 8–9 years old who start their programming journey with the basics of algorithms. These guys do not even immediately understand that they are not doing a cartoon, but are learning the basics of programming. And so, through the game, one of the most important abilities is gradually formed – understanding of algorithms.

– We try to immerse the child in the work process as much as possible. We cooperate with companies, we solve real problems with children – cases provided by partner organizations. For example, with one of the Tver companies, we held a competition to create a corporate application. Students who have proven themselves can even get an internship. By the way, we have a special IT Garage program, where the guys, in cooperation with the partners of the technopark, Tver industrialists and IT people, create real products. This year, these were projects to organize a network of tourist bike paths in the city, applications for the Quantorium technopark, as well as an attendance record system in a children's center.

– IT – this is a special area where there is a whole range of professions and everyone can find what they are interested in, from testing and analytics to working with big data and neural networks. Many students want to become app or game developers.

The Ministry of Digital Development has launched a separate section on the public services portal dedicated to measures to support the IT industry, according to the department’s Telegram channel.

It is noted that the new section contains a catalog of 12 blocks, each of which has a regulatory framework and answers to frequently asked questions. The authors of the bill propose to cancel the residence permit if foreign employees terminated their employment or civil law contract and did not conclude a new one with a similar organization within 30 days. In this case, the residence permit will also be canceled for their family members.
