What categories of validity in a military ID do not fall under mobilization?

Plot Special operation of the Russian Federation in Donbass and Ukraine

According to the decree of Vladimir Putin, people who have served, with real military experience and demanded military accounting specialty. However, another important criterion — state of physical and psychological health. People with categories A, B and C are subject to partial mobilization. However, this does not mean at all that such a label on a military ID means 100% mobilization. As well as the presence of other categories on a military ID does not guarantee non-conscription. Consider the nuances of the probability of falling into one category or another.

Who misses?

As part of the partial mobilization, people with categories “G” are not subject to conscription. and “D”. If your state of health at the time of the last medical examination corresponded to “A”, “B” or “B”, and now it has worsened, you can hit the “G” or “D”, having passed the medical examination again.

Who gets it?

As part of the partial mobilization, this list includes people with categories “A”, “B”, “C”. If your state of health has changed since the medical examination, although it was previously “D”, to “A”, “B” or “B”, you are under partial mobilization. The medical commission must prove this.

Where to look?

Answers to questions about what diseases are a contraindication for service are prescribed in the “Regulations on the military medical examination”, approved by the decree of the government of the Russian Federation, — in the section “Schedule of illnesses”.

If in the “Schedule of Diseases” you have found yours, collect supporting documents before going to the medical board. She will still order an additional examination, but your information will be the reason for his appointment.

List of diseases

We will describe the main categories for which the evaluation is carried out. The full list can be found here. But remember that a doctor determines a lot.

Transferred infectious diseases may pass without a trace, or may cause recognition of limited fitness for military service. In “Schedule of Diseases” those that do not respond or are difficult to treat, as well as those caused by infections that lead to temporary functional disorders after an acute illness, or become chronic, occurring with periods of exacerbation, are included.

Almost all oncological diseases, including cancer of the lymphoid, hematopoietic and related tissues — contraindications to military service. But there are exceptions, including slowly progressing diseases.

Diseases of the endocrine system, eating disorders and metabolic disorders become a reason for obtaining a “white ticket” if they greatly disrupt the functioning of the body. If these violations are moderate — category B or C is assigned.

Endogenous psychoses — schizophrenia, schizotypal disorders, schizoaffective, delusional, acute and transient psychotic disorders and affective disorders — an absolute contraindication for service in the ranks of the Armed Forces.

Neurological diseases — category is multifaceted. If a person already has problems with vital functions or the disease progresses rapidly, they receive a “white ticket”. If the consequences and residual effects of CNS damage persist in the form of persistent neurological symptoms with minor functional impairment, combined with vegetative dystonia, asthenic syndrome, or even without functional impairment, a person can receive the status of limited fit for service or simply fit, depending on his real condition.

In the list of eye diseases — there are many pathologies that both completely exempt from service (chronic, difficult to treat or incurable diseases and outcomes of injuries and burns), and preserve the ability of a person to be either absolutely or partially fit for service.

Ear diseases can be a reason for getting category D — exemption from military duty, if a person has no auricle from birth, he suffers from chronic diseases (purulent otitis media, for example, with difficulty breathing), including those caused by surgical treatment, or he has acquired persistent pronounced vestibular disorders due to some disease .

Cardiovascular disease — the most common taboo on military service. There are many reasons and pathologies leading to these diagnoses, they may or may not pose a threat to life, and admission to the service depends on the degree of their manifestation.

Diseases of the nasal cavity, respiratory organs, maxillofacial pathologies, digestive organs, spine, skin, musculoskeletal system, kidneys, genital organs, speech disorders, flat feet, fractures, also manifest themselves too diversely, some of them do not interfere with entering the category of obligated, others can give complete exemption from military duty.< /p>

Lack of limb — a complete contraindication for military service.

The period of stay of mobilized citizens in the special operation zone has not been established

The duration of the stay of servicemen subject to mobilization in the special operation zone has not been established and will depend on the situation and the tasks facing the units. This was reported in the Telegram channel of the portal Explain.rf.

Where to complain if mobilized by mistake?

Plot Special operation of the Russian Federation in Donbass and Ukraine

Partial mobilization does not include people with a certain category of fitness, working in a number of institutions, as well as those associated with social obligations to children or parents. However, it may happen that in the military registration and enlistment office such a person is still recognized as fit for service. This can happen by mistake, which can be corrected. We tell you how to do it.

What to do?

If, according to the law, you do not fall under mobilization, but you have received a summons, you must first request from the military registration and enlistment office that made the decision and take an extract from the minutes of the meeting of the draft commission on the issuance of the appropriate decision (conclusion). Then this conclusion must be appealed as soon as possible either to the recruitment commission of the subject or to the district court. The main thing is to complain to a higher authority. For example, if you were found fit in the district commissariat, you can complain to the regional commissariat.

Suppose you received a summons, and it says that you need to appear at the military registration and enlistment office, but you do not have time to collect the documents. It is absolutely necessary to appear so that they are not recognized as a deviationist. Next, there are several options. First, you can write the application yourself. Secondly, you can hire a lawyer. Thirdly, you can write a power of attorney for relatives, according to which they will hire a lawyer. Remember that if you cannot file documents yourself, only persons with a higher legal education or lawyers can be your representatives in court.

An administrative statement of claim can be sent by registered mail or with a description of the attachment. The application can be written by hand on paper. The document must indicate the full name of the plaintiff, his address of registration and residence, phone numbers, email address. Or similar information about the representative of the plaintiff. Next comes the name of the commission (administrative defendant) and its address.

If you think that you do not fall under mobilization, you must notify the military commissar about this, provide him with documents confirming this, or indicate your intention to present them if they are not ready at the moment.

Depending on your reason for the delay, the application must be accompanied by documents proving eligibility for it. This may be a birth certificate of children, a marriage certificate, a wife's pregnancy, a certificate of disability of a relative, training at a university, a medical certificate on the state of health of a conscript confirming the presence of a disease. In any case, it is better to give identification documents of everyone you mention (passport, birth certificate). It is better to provide extra documents in order to increase the chances of success.

An administrative claim can be filed with the court within three months from the moment the citizen became aware that his rights were violated (in this case — the summons was erroneously delivered).

Such a complaint must be considered within five days in accordance with the law “On military duty and military service”.

However, the founder of the Russian Association of Lawyers of Law Enforcement Departments “Gvardiya”, lawyer Oleg Zherdev, in an interview in, noted that the court is not the best method for asserting one's rights to deferment of mobilization.

“Mobilization activities are carried out within one to three days. After receiving the summons, the person must appear “tomorrow”, in a very rare case it may be “the day after tomorrow”. A person does not have time to submit documents to the court in any way. If the decision on mobilization is made, the court will not meticulously examine the circumstances of filing an administrative risk, », — said the lawyer.

If there is a day or more, the real method of solving the case, in his opinion, is to go to the district commissariat, then to the regional one with all possible documents. The next stage, if the problem is not resolved at the previous ones, go to the military prosecutor's office or local authorities.

In addition, if there is very little time, just a few hours, you can complain to the military (in extreme cases, even civilian) the prosecutor's office and the media, explained the founder of the Russian Association of Lawyers of law enforcement agencies “Gvardiya” Oleg Zherdev.

The military prosecutor has two methods of response. The first is a protest, the second — this is a warning against the law.

What to do if you are unfit for health or social status?

There are five categories of suitability and the first two (A and B) of them fall under mobilization. Category means that a person is of limited fitness. This category of citizens is not currently being called up for military service, as Secretary of the Presidential Human Rights Council Alexander Tochenov said. Category D says that a person is temporarily unfit, D — absolutely unsuitable. C, D and D categories are not subject to conscription.

If you think that the category on the military ID does not correspond to the true state of affairs, you must immediately submit documents for a second medical examination. If you have a chronic or other disease, you should take care in advance of fresh medical certificates that you can present in your defense.

Remember that persons who are the sole guardians of incapacitated people, single parents, parents with four or more children under the age of 16 or three children and a wife who is pregnant for at least 22 weeks are not subject to mobilization.

Back to newsThis category includes employees of accredited IT companies with relevant higher education and full-time employees, mission-critical communications operators. In addition, citizens who work in backbone media organizations, employees of organizations that ensure the stability of the national payment system, that is, those working in state financial institutions, will receive a deferment.

For example, Sber IT specialist Viktor Bugreev, who recently received a summons, was released after a complaint to the media and subsequent proceedings.

IT, communications and media professionals who are eligible for a deferral but have been denied must do the following. First, you need to get a package of documents from your organization signed with an enhanced qualified electronic signature of the CEO.

When you personally appear at the military registration and enlistment office, you need to take the following documents with you for presentation:

< p>— original or certified copy of the employment contract with the employer;
— diploma of specialized higher education;
— an extract from the register of state accreditation of the company-employer in the field of IT, certified by the general director of the company or a person authorized by him;
— a certificate from the place of work, signed by the CEO or a person authorized by him, stating that the employee is involved in the development, development, implementation, maintenance and operation of IT solutions or in ensuring the functioning of the information infrastructure.

Next, you need to send a package of documents to Ministry of Digital Development to The Ministry of Digital Transformation will process the received documents and send them to the Ministry of Defense.

Who is last? In the military registration and enlistment offices of Moscow, there are queues of conscripts with combat experience

Police officers are on duty at the entrance to the Izmailovsky military registration and enlistment office in Moscow. Part — in form and with automatic machines. Some — in civil. Everyone is obviously tense. Not because young and daring conscripts can be kinky and fool around, as happens when conscripts are sent to service. Today, the nervousness of the police is different. It would be more correct to call it “alertness”.

One of the  policemen, a short, strong man with short-cropped blond hair, explains to that people should not be photographed. Citizens are sent to the war zone, so it is not necessary to simplify the task of the enemy. We live now in a world that is too transparent in terms of information.

Photo: AiF / Igor Kharitonov

The Russian Guard patrol, which is on duty here, is equipped no worse than the police. Employees explain that they are constantly on duty at the military registration and enlistment office. Crews change, but surveillance is carried out around the clock.

The tired military commissar confirms that in recent days his employees have no such thing as “working hours”. Military enlistment office during during mobilization — This is a 24/7 facility. Therefore, there can only be a short break, when one team of mobilized people is formed and, having plunged into the PAZ-ik, leaves the yard of the military registration and enlistment office.

Photo: AiF / Igor Kharitonov

However, it would be difficult to call it a break. It will just become a little simpler: the mobilized will leave, the mourners will disperse. The mobilized and their relatives look much calmer than the police and commissioning office. Young guys, obviously not wasting the rest of the “citizen” day joke. One of the those who have already loaded the bus with things, holds out his hand through the window. The comrades pass him a pack of cigarettes.

— Brother, you look for me a place there! — yells one of them to the one on the bus. — Just agree in advance that the bunk is on the bottom.

It is difficult to pass through the crowd of mourners crowded around the bus. There are five-six-seven friends and relatives for every mobilized. There are no sobbing women, however, and it’s also impossible to notice the joy on the faces. Most of them are serious, talking to each other without raising their voices.

They don't take everyone. An acquaintance of the military commissar explains to the guy: “I repeat to you, young man, you are not suitable for health reasons.” It is not possible to ask the one who received the refusal. The guy just waves his hand in disappointment and, turning around, walks away, hunching his shoulders.

A young woman, a representative of the prefecture, who is present at the paperwork, says that not all of those mobilized were summoned by the agenda. The number of volunteers is impressive.

A small corridor where they are waiting for paperwork is packed to capacity. Some of the people are standing on the stairs.

There is noise on the street: a group of mobilized people has been formed, it's time to leave.

— Russia! Russia! — Engine noise drowns out the coordinated chant. Crackling into gear, PAZ-ik slowly floats through the crowd. After seeing him off until the turn, the mourners begin to disperse: some to the cars, some to the metro.

However, not everyone disperses. Several groups remain under the trees next to the military registration and enlistment office. Young guys with packed backpacks over shoulders smoke quietly, talk with comrades and relatives.

Deputy Milonov spoke about how he shoots from a cannon at the Armed Forces of Ukraine

On Sunday, a number of telegram channels published footage showing State Duma deputy Vitaly Milonov firing a MT-12 (Rapira) 100mm anti-tank gun in the Gorlovka area. The shot rang out after the parliamentarian, dressed in a helmet and camouflage, with the words “Well, with God!”  pulled the rope attached to the trigger.

The day before, Milonov was among several State Duma deputies who wrote a statement about voluntary mobilization to the front. The decision on the application has not yet been made, but this did not prevent the Duma member from going to the Donbass. And not only to observe the referendum, but also to directly participate in hostilities. got through to Vitaly Milonov and asked how he was preparing for a possible mobilization.

“I don’t have to prepare, I feel at home here. I have been in the Donbass for a long time, from the very beginning of the special operation. I spend half my working time here. Here is a unit of the people's militia of the DPR, where I used to serve – an anti-tank artillery battery,” the deputy said.

According to him, he does not plan to “sit at the headquarters” any longer.

“I understand that the Department of Defense may provide for a different workload for me – suppose commissar work. This is important work – work with the population in the liberated territories.  Let's see what the order will be. During the mobilization, not me, but the state will choose for me the function for which I will be most useful. I'm not afraid of any work,” the deputy admitted.

However, Milonov admitted that he was unlikely to be able to participate in the SVO “as an attack aircraft.”

“At one time I went along with the Wagner attack aircraft; in Popasna when she was released. And I understand that these should be people with excellent physical training, a certain set of skills that I most likely do not possess. I don't pretend to be a superman who can do anything. But, say, as a senior gunner of an artillery battery, I will feel very comfortable. Who I am now,” he said.

Milonov said that he had been on the front lines since Sunday morning, where his unit destroyed “an object very valuable to the enemy.” He himself fired from the Rapier cannon, with which, as he put it, he was “friends”. since 2015.

«It is designed for close combat, and very often, when you fire from this weapon, the enemy tries to snap back, respond. And today, since we destroyed a certain target that was dear to the Ukrainian army (it was a group of servicemen along with equipment), we responded especially intensively,” Milonov added.

Earlier it became known that during the fighting actions Vitaly Milonov uses the call sign “Gustav”.

Today, Secretary of the General Council of the United Russia Andrey Turchak said that two more joined the four State Duma deputies who had previously applied for being sent to the NWO zone.

Plans for the extraction of nuclear fuel at the Fukushima-1 nuclear power plant. infographics

Fukushima-1 accident happened in March 2011. The impact of the tsunami after the earthquake disabled the power supply and cooling systems of the nuclear power plant. Three out of six reactors overheated – it led to the fact that the nuclear fuel melted and burned through the protective shells of the power units.

In the first power unit of the nuclear power plant, there were 392 fuel assemblies (FA), in the second – 615, in the third – 566. In each of them there was nuclear fuel in the form of hundreds of “tablets”. Molten, it mixed with concrete, metal and other materials inside the plants. In total, about 880 tons of waste remained in the three reactors.< /p>

The Japanese face the most difficult task – remove melted fuel from emergency power units and send it to disposal. It was originally planned to get it “dry” way with the help of robotic mechanisms. Now they want to do this by building a “water” sarcophagus. The operation of its construction is considered the most difficult part of the work to eliminate the consequences of the accident. The estimate for liquidation work, which now stands at $ 57.5 billion, will increase significantly.

See the infographic to see how it will proceed&nbsp ;operation and what are the advantages of the proposed method.

Scholz explained the refusal to supply tanks to Kyiv by the unwillingness of the war with Russia

According to the German Chancellor, Germany does not want to bring the conflict to a war between Russia and NATO media=”(max-width: 320px) and (-webkit-min-device-pixel-ratio: 2), (max-width: 320px) and (min-resolution: 192dpi)” >

Olaf Scholz

German Chancellor Olaf Scholz, explaining the country's refusal to supply tanks to Ukraine, said that Germany does not want to bring the conflict to a war between Russia and NATO. He said this in an interview with The New York Times.

“We support Ukraine. We do it in such a way that we do not escalate the situation to a war between Russia and NATO, because that would be a disaster, — noted Scholz.

In early September, the newspaper Die Welt, citing sources in the Ukrainian government, wrote that Scholz did not agree to supply tanks to Ukraine, as requested by the Prime Minister of this country Denys Shmygal during his visit to Berlin.

Ukrainian Foreign Minister Dmitry Kuleba noted that he did not see a single convincing argument for the FRG to refuse to transfer military vehicles to Kyiv, but only “abstract fears and excuses.” According to him, the country now needs Leopard tanks and Marder infantry fighting vehicles. “What is Berlin afraid of that Kyiv is not afraid of?” asked Kuleba on Twitter.

According to German Defense Minister Christina Lambrecht, Berlin does not want to provide Western-style tanks to Ukraine alone. She noted that so far no country has taken such a step.

This week, Ukrainian President Volodymyr Zelensky called on Germany to be an independent state in decision-making. “If you don’t want to give us [tanks and armored vehicles], listen, no offense, you are an independent state— so don't give it, but don't try to say: first America, then Germany, then there will be Poland. No need. Everyone must be responsible for himself, — said Zelensky.

As Politico wrote, citing US officials, congressional sources and Ukrainian interlocutors, the United States (they have M1 Abrams tanks) and Germany are delaying the supply of tanks to Ukraine “partly because of problems with training and logistics.” At the same time, according to one of the interlocutors, German Leopards are more suitable for military operations in Ukraine, since they are more similar to Soviet tanks and require less fuel than Abrams.

Russia has repeatedly criticized the pumping of Ukraine with Western weapons. President Vladimir Putin, in an address on September 21 regarding the announcement of a partial mobilization in the country, said that Western countries also launched “nuclear blackmail”. “To those who allow themselves such statements regarding Russia, I want to remind you that our country also has various means of destruction, and for individual components— and more modern than those of the NATO countries, — he said. Putin assured that if the territorial integrity of the state is threatened, Moscow will use all means at its disposal.
