Residents of the Tyumen region who received subpoenas as part of partial mobilization and did not meet the criteria for conscription are returning home. The head of the region, Alexander Moor, announced this on his Telegram channel.

According to the governor, the authorities have already completed work on checking documents. He also added that the interaction algorithms in the region have been changed, the recruitment commissions have been strengthened by administration employees and all documents are carefully checked.

Alexander Moor said that people who received a summons and do not fall under the recruitment criteria need to come to the military registration and enlistment office with relevant documents, for example, about the presence of a disease.

Earlier, the speaker of the Federation Council, Valentina Matvienko, appealed to the heads of Russian regions with a request to “ensure the implementation of partial mobilization in full and absolute compliance with the declared criteria.” According to her, there should not be “even single” cases of error.

Endogenous psychoses — schizophrenia, schizotypal disorders, schizoaffective, delusional, acute and transient psychotic disorders and affective disorders — an absolute contraindication for service in the ranks of the Armed Forces.

Neurological diseases — category is multifaceted. If a person already has problems with vital functions or the disease progresses rapidly, they receive a “white ticket”. If the consequences and residual effects of CNS damage persist in the form of persistent neurological symptoms with minor functional impairment, combined with vegetative dystonia, asthenic syndrome, or even without functional impairment, a person can receive the status of limited fit for service or simply fit, depending on his real condition.

In the list of eye diseases — there are many pathologies that both completely exempt from service (chronic, difficult to treat or incurable diseases and outcomes of injuries and burns), and preserve the ability of a person to be either absolutely or partially fit for service.

Ear diseases can be a reason for getting category D — exemption from military duty, if a person has no auricle from birth, he suffers from chronic diseases (purulent otitis media, for example, with difficulty breathing), including those caused by surgical treatment, or he has acquired persistent pronounced vestibular disorders due to some disease .

Cardiovascular disease — the most common taboo on military service. There are many reasons and pathologies leading to these diagnoses, they may or may not pose a threat to life, and admission to the service depends on the degree of their manifestation.

Diseases of the nasal cavity, respiratory organs, maxillofacial pathologies, digestive organs, spine, skin, musculoskeletal system, kidneys, genital organs, speech disorders, flat feet, fractures, also manifest themselves too diversely, some of them do not interfere with entering the category of obligated, others can give complete exemption from military duty.< /p>

If you think that you do not fall under mobilization, you must notify the military commissar about this, provide him with documents confirming this, or indicate your intention to present them if they are not ready at the moment.

Depending on your reason for the delay, the application must be accompanied by documents proving eligibility for it. This may be a birth certificate of children, a marriage certificate, a wife's pregnancy, a certificate of disability of a relative, training at a university, a medical certificate on the state of health of a conscript confirming the presence of a disease. In any case, it is better to give identification documents of everyone you mention (passport, birth certificate). It is better to provide extra documents in order to increase the chances of success. 

An administrative claim can be filed with the court within three months from the moment the citizen became aware that his rights were violated (in this case — the summons was erroneously delivered).

Such a complaint must be considered within five days in accordance with the law “On military duty and military service”. 

However, the founder of the Russian Association of Lawyers of Law Enforcement Departments “Gvardiya”, lawyer Oleg Zherdev, in an interview in aif.ru, noted that the court is not the best method for asserting one's rights to deferment of mobilization.  

“Mobilization activities are carried out within one to three days. After receiving the summons, the person must appear “tomorrow”, in a very rare case it may be “the day after tomorrow”. A person does not have time to submit documents to the court in any way. If the decision on mobilization is made, the court will not meticulously examine the circumstances of filing an administrative risk, », — said the lawyer. 

If there is a day or more, the real method of solving the case, in his opinion, is to go to the district commissariat, then to the regional one with all possible documents. The next stage, if the problem is not resolved at the previous ones, go to the military prosecutor's office or local authorities.

On Sunday, a number of telegram channels published footage showing State Duma deputy Vitaly Milonov firing a MT-12 (Rapira) 100mm anti-tank gun in the Gorlovka area. The shot rang out after the parliamentarian, dressed in a helmet and camouflage, with the words “Well, with God!”  pulled the rope attached to the trigger.

The day before, Milonov was among several State Duma deputies who wrote a statement about voluntary mobilization to the front. The decision on the application has not yet been made, but this did not prevent the Duma member from going to the Donbass. And not only to observe the referendum, but also to directly participate in hostilities.

Aif.ru got through to Vitaly Milonov and asked how he was preparing for a possible mobilization.

“I don’t have to prepare, I feel at home here. I have been in the Donbass for a long time, from the very beginning of the special operation. I spend half my working time here. Here is a unit of the people's militia of the DPR, where I used to serve – an anti-tank artillery battery,” the deputy said. 

According to him, he does not plan to “sit at the headquarters” any longer.

“I understand that the Department of Defense may provide for a different workload for me – suppose commissar work. This is important work – work with the population in the liberated territories.  Let's see what the order will be. During the mobilization, not me, but the state will choose for me the function for which I will be most useful. I'm not afraid of any work,” the deputy admitted.

However, Milonov admitted that he was unlikely to be able to participate in the SVO “as an attack aircraft.”

“At one time I went along with the Wagner attack aircraft; in Popasna when she was released. And I understand that these should be people with excellent physical training, a certain set of skills that I most likely do not possess. I don't pretend to be a superman who can do anything. But, say, as a senior gunner of an artillery battery, I will feel very comfortable. Who I am now,” he said.

Milonov said that he had been on the front lines since Sunday morning, where his unit destroyed “an object very valuable to the enemy.” He himself fired from the Rapier cannon, with which, as he put it, he was “friends”. since 2015.
