What is the punishment for repeated beatings?

Deputies of the State Duma have toughened responsibility for beatings for the third and subsequent times. On July 9, the Federal Law "On Amending Article 1161 of the Criminal Code of the Russian Federation and Article 20 of the Code of Criminal Procedure of the Russian Federation"  According to the Judicial Department at the Supreme Court of the Russian Federation, in 2022, 1,629 people were convicted of criminal liability for repeated beatings, which is 17.5% more than in the previous year. 

What is the essence of the law? 

Punishment for beating by a person who has already been convicted of a violent crime has been added to the article.

Before the adoption of the amendments, for the first time an administrative penalty was imposed for beatings, and for the second – a criminal one, told aif.ru lawyer of the Kaluga Regional Bar Association Yulia Skripkina. "Such a two-stage system is good, but until  the beatings become regular: in fact the person went in circles – first punishment under the Code of Administrative Offenses, then – under the Criminal Code of the Russian Federation and again under the Code of Administrative Offenses. That is, according to the law, someone who has already been convicted of battery or another crime committed with violence will receive the same punishment as the one who hit for the first time,” commented the expert.

The amendments are due to the fact that in 2021 the Constitutional Court recognized Article 1161 of the Criminal Code of the Russian Federation as inconsistent with the Constitution – it did not provide proportionate protection of the right to personal integrity and the right to protect the dignity of the individual from violence in cases where beatings re-inflicts a person who already has a criminal record for such actions, Skripkina explained.""The court considered the complaint of a citizen who was repeatedly beaten by her cohabitant. What is the punishment for regular beatings?

Now, if a person previously convicted of beatings again commits assault, he is threatened with:

  • up to 480 hours of compulsory labor;
  • up to one year of corrective labor;
  • < li>up to one year of restriction of liberty;

SBU detains school director on suspicion of working for Russian intelligence

The SBU claims that the woman coordinated the work of agents who collected data on the positions of Ukrainian troops and on the socio-political situation. In return, Moscow allegedly promised to appoint her Minister of Education

Employees of the Security Service of Ukraine (SBU) detained the director of one of the city's schools in Kyiv, suspected of collaborating with Russian intelligence. This is stated on the agency's website.

According to the intelligence service, the woman coordinated the activities of a group of agents who “reconnoitred the defense positions of the Armed Forces of Ukraine and the territorial defense, and also transmitted <…> information on the socio-political situation (including pro-Ukrainian cultural figures, media, etc.) in the capital and the region. According to the SBU, the group transmitted the received intelligence to the Russian side via instant messengers.

The director allegedly cooperated with Moscow, as the Russian authorities promised to appoint her as the Minister of Education when occupying the city, the SBU added.

The woman was detained. She faces up to 15 years in prison or life imprisonment. Under what article a criminal case was opened against her, the department did not specify.

The day before, the SBU announced that its employees managed to uncover an “intelligence group” allegedly associated with the Main Directorate of the General Staff of the Russian Armed Forces (GRU). In total, the SBU detained four people who, according to it, “reconnoitered the positions of the Armed Forces of Ukraine, the geolocation of strategic objects, and also called on Ukrainians to support” Russian side. The detainees found “pro-Russian symbols, means of communication and electronic media.” The department clarified that they could be charged under Part 2 of Art. 111 of the Criminal Code of Ukraine (high treason committed under martial law). This article also provides for penalties of up to 15 years in prison or life imprisonment.

Earlier, on June 21, the SBU reported that it had carried out a special operation in Kyiv and was able to detain government officials and the Chamber of Commerce and Industry. “Taking into account the fact that the process of discussing amendments and additions to the Constitution is still ongoing, and also on the basis of studying the opinions expressed by the residents of Karakalpakstan, the President outlined the need to maintain unchanged the current versions of Articles 70, 71, 72, 74, 75 of the Constitution of the Republic of Uzbekistan”, — the message says.

All the listed articles concern the Republic of Karakalpakstan. Article 70— on the sovereignty of the republic and its incorporation into Uzbekistan, article 71— on the own Constitution of the Republic, which does not contradict the Constitution of Uzbekistan, Article 72— on the obligatory execution of the laws of Uzbekistan on the territory of Karakalpakstan, article 74— on the right of the republic's secession from Uzbekistan on the basis of a referendum, Article 75— on the regulation of relations between Uzbekistan and Karakalpakstan by treaties.

Mr. Zyuganov called the pension reform of 2018 “an absolutely cannibalistic decision.”

“All the resources of the country, regardless of the form of ownership, should be directed” to achieving independence from the outside world, to new industrialization, the plenum resolution says. It emphasizes that “today is not the time to be divided into mine and the state”, but this topic was not developed either in the document or in the report of the Central Committee of the Communist Party of the Russian Federation.
