In Ukraine, women’s mobilization in the Armed Forces of Ukraine was announced: “This is a madhouse”

For draft evasion – imprisonment up to 5 years

“The scale of insanity is growing every day … This is a madhouse,” she sent such an angry letter about the actions of the Ukrainian authorities to “ MK” reader. A woman can be understood – her 32-year-old sister, who lives in Ukraine, recently received a summons demanding … to appear at the military registration and enlistment office. “Personnel shortage” in the Ukrainian army, it seems, is forcing the authorities to take desperate measures to make up for the loss of personnel of the Armed Forces of Ukraine.

The situation in the Ukrainian army seems to leave much to be desired. Recently, a draft law was submitted to the Verkhovna Rada, allowing to call for the service of disabled people (albeit with their consent). Then the president's team came up with another “brilliant” idea: to declare an amnesty and give machine guns to persons under investigation, including under serious and especially serious articles.

And more recently, a plan has begun to be implemented to recruit women from 18 to 60 years old from the Dnepropetrovsk, Kyiv, Kirovograd, Nikolaev, Odessa, Kharkov, Donetsk and Zaporozhye regions into the Ukrainian army. True, women of military age are only being looked at so far – they are put on record and find out how they can be used for the good of the country.

Nevertheless, panic has already begun in some Ukrainian families visited by military registration and enlistment office workers. Here is what our reader from Ukraine writes:

“Hello. My name is Evgeniya. My sister and her husband live in the Nikolaev region in Ukraine. The scale of madness is growing every day. In the morning, my sister sends me a photo of the summons, they want her to appear at the draft board tomorrow. Picked up right on the doorstep. As I understand it, women are now being forced to go to war?! Sometimes they send summonses to children, now to women, and then, apparently, old people will be caught and handed out summonses.”

A 32-year-old resident of Ukraine had to accept the summons and report to the military registration and enlistment office. Otherwise, the potential “recruit” faces a fine of 1,700 to 3,400 hryvnia (3,000 to 6,000 rubles). And for draft evasion, you face criminal liability and imprisonment for up to 5 years.

But the brother-in-law of our reader, oddly enough, this time “swept through.” “But the funniest and saddest thing in this situation is that the brother-in-law was not handed anything. And thank God, of course. But this is crazy. Here's what to do with it? Is it even legal to do this?” – written by Evgeniya.

The decree on the mobilization of women was adopted by the General Staff of the Armed Forces of Ukraine on June 7. As noted in the document, by June 15, the country will begin mobilizing women who are already liable for military service.

In addition, the decree reported that until June 31, military registration of all women from 18 up to 60 years old.

Now there are 37 thousand Ukrainian women in the ranks of the Armed Forces of Ukraine. Mostly women serve as doctors, signalmen and cooks. But more than a thousand women hold commanding positions. According to some reports, the losses of the Armed Forces of Ukraine since February 24 amounted to 50 thousand dead and about 150 thousand wounded.

Poll in the United States revealed the danger of civil war

One in four Americans are ready to take up arms against the White House

A quarter of Americans are ready to take up arms against their own government, a survey conducted among registered voters in the United States shows such shocking data. Moreover, sociological data show that most Americans consider the government of the United States “corrupt and rigged.”

Photo: Michael Schofield Unsplash.

As President Biden pledges another tranche of military aid to Ukraine, boasting that US aid to Kyiv has topped $7 billion, there are dangerous trends in his homeland. The most alarmist-minded observers talk about the “specter of a new civil war” in the States. And this point of view is not without foundation. According to a survey released by the University of Chicago Policy Institute (IOP), about 28 percent of US residents feel so alienated from their government that they “soon need to take up arms” against it.

A survey conducted among 1,000 registered American voters also showed that the majority of US citizens agree with the statement that their government is “corrupt and opposed to ordinary people like me.”

The rift runs not only in relations “vertically” (between citizens and the US federal government), but also “horizontally” (for example, between conservative Republicans and liberal Democrats). New evidence suggests that extreme polarization in American politics and its impact on Americans' relationships with one another remain strong.

The results of the latest poll come amid a congressional hearing on the January 6 insurgency last year, when supporters of Trump, who accused Democrats led by Biden of rigging the 2020 presidential election, attacked the U.S. Capitol in Washington. Republican Trump supporters insist that the committee holding hearings on the Capitol takeover is illegitimate.

The survey shows that distrust of the US government varies depending on the party affiliation of the respondents. Overall, 56% of survey participants said they trust the elections. But if almost 80% of Democrats adhere to this point of view, then among independents the level of confidence drops to 51%, and among Republicans – even to 33%.

According to the survey, 49% of Americans agreed that they “more and more they feel like strangers in their own country.”

Of those voters polled who believe it may soon be necessary to take up arms against the government, 37% have weapons at home, according to the data. The opinion that it is necessary to take up arms is held by a third of Republicans, but among Democrats there were 20% of them (that is, one in five).

At the same time, the respondents spoke negatively about the representatives of political parties located on the other side of the barricades. Seventy-three percent of self-identified Republican voters agreed that “Democrats tend to be bullies who want to impose their political beliefs on those who disagree.” Almost the same percentage of Democrats (74%) expresses a similar opinion about Republicans.

“Despite the fact that we have been documenting partisan polarization in the country for years, these survey results are perhaps the clearest indication of the deep divisions in party sentiment that have gripped the country,” commented sociologist Neil Newhouse, who conducted the survey.

The poll also showed that almost half of the respondents said they avoid political conversations with other people because they do not know what position they stand on. A quarter of respondents reported that they had lost friends due to politics, and the same proportion said they avoided contact with relatives and friends for the same reason.

Back in December last year, a poll by the University of Virginia Policy Center showed that 52 percent of Trump supporters and 41 percent of Biden supporters would like the “Republican” and “Democratic” states to secede from each other and form two new countries in place of the United States. And more than 75% of voters on both sides agreed with the statement: “I believe that Americans who strongly support the opposite party have become a clear and real danger to the American way of life.”

A schism of this magnitude makes US residents remember the bitter experience when, in the second half of the 19th century, a group of states tried to secede from the Union, which provoked a bloody Civil War. It is believed that the withdrawal of states from the United States has no constitutional justification. But given the extreme political polarization of American society, many of whose representatives are armed to the teeth, it is impossible to completely exclude violent excesses that could result in internecine confrontation. And the recent Black Lives Matter riots, and the attempt to seize the Capitol in Washington, which led to the loss of life, are evidence of this.

And in this regard, another characteristic touch. The “glory” of US citizens who are ready to defend with arms in their hands from their own compatriots the “correct”, from their point of view, “American way of life”, went far beyond North America and reached New Zealand. The authorities of this country have included two far-right groups from the States (Proud Boys – Proud Boys and Base – Base) in the list of terrorist organizations. It was the Proud Boys who, during the attack on the Capitol building last year, inflamed the crowd, coordinated attacks on law enforcement officers and led other rioters to break through, the New Zealand authorities explained in the decision. “Baza” was accused of the fact that the key goal of the group is “training cadres of extremists capable of accelerationist violence.” And “accelerationists” in the United States are just called radicals whose goal is to specifically cause chaos and destruction in the country, which would give impetus to ignite a “new civil war”.

Khodarenok found a hidden meaning in Putin’s words about the tasks of the special operation

“The liberated Donbass in our case is already eight regions”

The other day, at the request of journalists, President Putin again announced the tasks of a special military operation in Ukraine. And although, according to him, the tasks have not changed since February 24, some analysts saw a hidden allusion to the upcoming tasks of the Russian troops in the special operation.

< /p> Photo: kremlin.ru

“The ultimate goal is the liberation of Donbass and the creation of conditions that would guarantee the security of Russia itself,” the president formulated in Ashgabat. Military expert Mikhail Khodarenok believes that “you need to be able to read these wordings.”

“The borders of the Donbass region,” the expert wrote in his channel, “include the Seversky Donets river basin and the Donetsk coal basin. That is, Donbass is Donetsk, Lugansk, Kharkiv and Dnipropetrovsk regions.”

There, according to him, it is necessary to add “the already liberated Kherson and partially taken Mykolaiv regions.” “We also automatically add the Zaporozhye region, which, of course, no one will leave as an exclave among the liberated territories. Then the Odessa region, so as not to leave Ukraine access to the sea. In total, the liberated Donbass, in our case, is already eight regions, which in terms of their area make up approximately 230 thousand square kilometers, or in fact 40% of the area of all Ukraine,” Khodarenok concluded.

He also explained in detail what can be understood by Putin's words about the conditions “that would guarantee the security of Russia itself.” According to Mikhail Khodarenko, such conditions cannot include, for example, “the preservation of nationalist formations and functionaries on the territory of Ukraine, which permeate the entire structure of the armed forces of Ukraine.”

The expert also has questions about the preservation of the current Kyiv regime and Ukrainian elites who are ready to receive military and financial assistance from the West to continue the “anti-Russia” project and direct armed struggle both against the liberated regions and against the Russian Federation.

“Thus, in my opinion, the supreme the commander-in-chief at least means that as a result, the entire left-bank part of Ukraine, including the capital, Kyiv, will come under Russian control, and the current regime in Ukraine will be completely dismantled,” the analyst concludes.

In principle, any expert have the right to interpret the president's words as they see fit. Well, and how close the interpretation of the military analyst is to the installations of the chief leader, it will probably be possible to check from the next reports of the Russian Ministry of Defense. It remains to wait.

Mayors of Ukrainian cities accused Prime Minister Shmygal of wrecking

“I think this is sabotage”

The period of unity in the face of an external threat in Ukrainian politics has clearly passed. Every week, then new information about discord and undercover battles in the upper echelon of power. On Friday, they started talking seriously about the upcoming resignation of Prime Minister Dmitry Shmygal. The mayors of several Ukrainian cities have asked President Zelensky to remove the head of the Cabinet, as he is engaged in sabotage.

Photo: Global Look Press

The heads of the municipalities accuse the prime minister of creating artificial obstacles in supplying the army with everything necessary. According to the mayors of the cities, the municipalities at their own expense purchase bulletproof vests, generators, diesel fuel, communications equipment for the military.

In order to get this to the troops without delay, in early May, the country decided to carry out purchases on an advance payment. However, Shmyhal voluntarily blocked this decision, stating that purchases should be made as before – through the PROZORRO tender system. On the one hand, this puts obstacles in the way of possible corruption, but on the other hand, the complex and multi-stage system of public procurement works in such a way that the Ukrainian army now has a clear lack of not only weapons, but also conventional helmets and body armor…

a letter sent by Lviv Mayor Andriy Sadov to Zelensky as the Supreme Commander-in-Chief states that the Cabinet of Ministers of Ukraine “demonstrates a complete lack of understanding of the situation and does not correspond to the military situation in which Ukraine is located. I also inform you that there is no feedback between the officials of the Cabinet of Ministers and the heads of cities and regions. We are on different planets.”

The mayor of Dnepr (Dnepropetrovsk), the notorious Boris Filatov, spoke much harsher. According to him, five times the Association of Ukrainian Cities appealed to Shmyhal with a request to put the issue of the possibility of financing the Armed Forces of Ukraine from local budgets on the agenda of the Cabinet meeting. The heads of ten cities also wrote letters to him. And every time he refused. “I consider this sabotage and sabotage. Ready to testify to law enforcement,” Filatov wrote.

Meanwhile, the possible resignation of Shmyhal was also discussed at the very top. The head of the Cabinet is clearly not coping with the situation. However, they say. that he would be sacrificed in the autumn: then “scapegoats” would be needed, on which it would be possible to blame not only the failures at the front, but also the rapid deterioration of the economic situation.

By the way, for the first time, Shmyhal’s impending resignation was discussed for the first time in January, even before the start of the Russian special operation in Ukraine. Then “tariff riots” began in the country: people received bills with gas and heating tariffs increased by 20-30% and began to resent. Zelensky's rating began to plummet. The Russian special operation made us forget about these intra-Ukrainian problems for a while, but now a pile of new ones has accumulated. Take the same impossibility to organize the export of grain from Ukraine in order to earn a little money on this. And in general – this whole strange situation with grain, which for some reason turned out to be many times less in warehouses than it appears on the papers.

In the autumn, when it turns out that there is no new grain, and there is little old grain, and for the most part it is not suitable for use, a person will be needed who will answer for this. Now, the head of the Servant of the People faction in the Verkhovna Rada, David Arakhamia, assures that the issue of Shmyhal's resignation was not considered either in factions or on commissions.

However, experts are already actively discussing the candidates for possible successors to Shmyhal. And despite the difficult situation in the country, there are several options for replacement. One of them is a member of the current Cabinet, Minister of Infrastructure Alexander Kubrakov. He is one of the few members of the government who did not leave the country at the end of February-March, was next to Zelensky in the presidential bunker. But his candidacy is considered suitable not only because of personal loyalty. What is also important is that he is an economist who has a school at Harvard behind him. In addition, he participated in economic projects with the World Bank. That is, Western curators, in theory, should not have objections to it.

The second possible candidate is Rostislav Shurma, deputy chairman of the president's office. The presidential administration is now taking over all power in the country. Therefore, the desire to have a person at the head of the Cabinet is understandable. However, Shurma “his own” is rather conditional. Previously, he worked in the structures of the oligarch Rinat Akhmetov, before that he was a deputy of the Donetsk Regional Council from the Party of Regions, and later the chairman of the Zaporozhye regional organization of the Opposition Platform. And, despite the fact that he is also an economist by education and his career was connected either with Zaporizhstal or with Metinvest, this background may have a negative impact on his claims to the premier's chair.

Everything is here depends on what kind of relationship Akhmetov and Zelensky will have by autumn. At the end of last year, they were quite hot: the president even accused the oligarch of preparing a coup. But now the feuds have been put aside, Akhmetov is providing all possible financial assistance to the authorities, and therefore there may be some agreements on the candidacy of the new head of the Cabinet. It remains to wait for autumn …

Colonel Khatylev predicted the Armed Forces of Ukraine on Snake “fire bag”

Ukraine does not have anti-aircraft systems to protect the island garrison

In Kyiv, the abandonment of the Serpent Island by Russian troops was expectedly turned into a “overcome”. Moreover, the situation in the Donbass does not give any reasons for joy. However, in the case of the Snake APU, you should not particularly rejoice, on the contrary, you should think a hundred times before returning there. This is the opinion of a military expert, former head of the anti-aircraft missile forces of the Special Forces Command (Moscow Air Defense District), retired colonel Sergey Khatylev.

Photo: Fotonak ru.wikipedia.org

– Our “Tors” and “Shells” really were on Serpentine. They coped with the tasks, shot down planes, drones, Tochka-U missiles. But the Ukrainians do not have such air defense equipment.

Actually, there is nothing to deliver it there, since only small boats remained from the Ukrainian fleet. Their smallest anti-aircraft systems are Buk-M2 and Buk-M1. Boats cannot bring such complexes to the island and unload them. And portable anti-aircraft missile systems – MANPADS have a short range. They will not allow the Ukrainian military to effectively organize air defense. We can easily get this island both from the shore and from the air.

Aviation can easily operate on it, for example, with Kh-22 air-to-surface missiles. Not to mention the Black Sea Fleet. The most effective tool in this case is the Onyx missile systems based on the territory of Crimea. They have been shot at Zmeiny for a long time, with their help you can organize shelling of any targets on the island.

– It was quite expensive to keep a group of troops on this island. She performed tasks there in difficult conditions. At the same time, it was required to provide it – which was quite difficult. Yes, even protect by means of air defense. And now we no longer need to involve the Black Sea Fleet, other forces and means in order to defend Zmeiny, preventing attacks on it.

But most importantly, the operational situation has changed in this area. At first, we needed Serpentine as a springboard for radar stations for reconnaissance of part of the territory of Romania, the Dnieper and the northern part of the Black Sea. Now we have occupied most of the coast in the Kherson region and near Ochakov, and we have the opportunity to place radar stations, anti-aircraft missile systems directly on the coast.

Now we have enough forces and means already on the coast and in the depths of our battle formations in order to conduct reconnaissance in the region of Transnistria and Romania. At first, the Ukrainians hid their aircraft there. Therefore, it was important for us to keep radar reconnaissance stations as close as possible to this territory. Serpentine was the nearest point. At the moment, the number of aviation assets in Ukraine has sharply decreased. Now they are trying to revive abandoned airfields in Western Ukraine. So the relevance of Snake Island in terms of a springboard for air defense and reconnaissance has already been lost. And we have the opportunity to organize this work with less loss of manpower and resources.

– I agree. I think that on the part of Kyiv, the deployment of troops on Serpentine will be a purely political action. The first time, when the entire border garrison of Zmeiny surrendered to us, Zelensky hastened to declare the border guards “killed” and even awarded them “posthumously.” If a decision is made to deploy troops there, then someone will have to be awarded posthumously, in fact. Without air defense there will be a fire bag and a mass grave.

Political scientist assessed Kissinger’s options to end the special operation in Ukraine

He also offered his own version of its outcome

Former Secretary of State and National Security Adviser Henry Kissinger said earlier that the conflict in Ukraine could have three outcomes. Political scientist Dmitry Zhuravlev, in an interview with Evening Moscow, assessed the forecasts of the former American Secretary of State and offered his own version of the outcome of the special operation.

Photo: AP

Kissinger called the first option the victory of Russia by gaining control over 20% of the territory of Ukraine and most of the Donbass, in which case the role of NATO would cease to be as significant as before. Zhuravlev believes that this outcome depends on the position of NATO, and if the American leadership forces the Ukrainians to sign an agreement transferring the territories of Ukraine controlled by Russia to the Russian side, then it is quite possible.

Nevertheless, the political scientist recalled that Ukraine is signing many papers, which in the future do not oblige it to anything, and subsequently the Ukrainian side can again gather an army and start fighting. According to the expert, the agreements with Ukraine cannot be trusted, because it all started with its failure to fulfill its obligations under the Minsk process, which Germany even recognized, but the Ukrainian side still did nothing.

The second option, according to the former US Secretary of State, is an attempt to “squeeze out” Russia from the territories that it annexed even before the start of the special operation, including Crimea. After that, as Kissinger noted, hostilities will continue, and the West may be involved in a confrontation with Russia. Zhuravlev considers this option unrealistic, since Ukraine will not be able to take the peninsula from the Russian Federation.

According to the political scientist, the Ukrainian military machine has very low efficiency, and it takes not by skill, but by numbers. That is why, according to the expert, the confrontation with the West will begin first, and then the possible implementation of this option. At the same time, Zhuravlev recalled that NATO does not want to go for it, and the alliance will declare Russia an enemy, put pressure on it politically and economically, but will not directly enter into conflict.

The third option that Kissinger voiced was a return to the situation before February 24. In this case, in his opinion, Ukraine will be rearmed, and it will be closely connected with NATO or even join the alliance. The political scientist considers it unlikely that Ukraine will join NATO, and a return to the situation before the start of the special operation of the Russian Federation will mean the victory of the Ukrainian side, for which there are currently no prerequisites. According to Zhuravlev, Russia now occupies a leading position, and it is impossible to rewind time.

The expert himself predicts that the most likely outcome of the conflict is long-term hostilities, the result of which will be Russia's complete control over Ukraine. Zhuravlev explained that the task of denazification of Ukraine can be solved only by obtaining full control over the country by Russian troops. According to him, the most powerful nationalist formations are located on the territory of Western Ukraine.

The political scientist concluded that this is not the best option, but it is the most likely, since Ukraine does not perceive diplomacy as a possible option for resolving the conflict.

Erdogan’s intentions to again block Finland and Sweden from joining NATO weighed

“The Turkish leader has the potential to scare the Swedes and Finns by suspending this process”

Turkish President Recep Tayyip Erdogan once again said that his country will not ratify the admission of Finland and Sweden to the North Atlantic Alliance if they do not fulfill the obligations previously agreed upon at the NATO summit. In the meantime, Helsinki emphasized that they would not agree to change the legislation, and that they could extradite the persons requested by Ankara only if there were good reasons. The expert said whether the Turkish leader will again block the possibility of Finns and Swedes joining the bloc.

Photo: AP

Erdogan reported that the Swedish authorities promised to extradite to Turkey 73 members of the Kurdistan Workers' Party (PKK), recognized by the Turkish authorities as a terrorist organization.

“Sweden has given its word on the extradition of terrorists, there are about 73 of them,” the head of state said during a press conference following the NATO summit in Madrid. “We were given guarantees.” However, earlier it was about 33 Kurds who are accused in Turkey of terrorist activities.

The Turkish leader also added that Ankara will monitor whether Stockholm will fulfill its promise. According to him, if the Swedes and Finns refuse to comply with the agreements, the Turkish Parliament will not consider approving their application to join the North Atlantic Alliance.

Moreover, Erdogan said that Finland and Sweden need to amend their legislation on terrorism. The politician referred to the Memorandum of Understanding between the three countries adopted at the beginning of the week.

This agreement provides for the cooperation of states against the PKK, showing solidarity with Ankara in the fight against all forms of terrorism, cooperation in the field of information exchange in the fight against organized crime and terrorism, as well as the refusal to support the movements accused of attempting a coup in 2016.

In turn, the Finnish Minister of Foreign Affairs Pekka Haavisto notified that Suomi would not agree to change the law. “If the condition for Turkey's ratification of Finland's membership in NATO is a change in our legislation, Finland is unlikely to make such concessions,” the head of the Finnish foreign policy broadcaster Yle assured. The politician pointed out that the Memorandum does not talk about changes in the law or anything like that.

“We did not take on such obligations,” Haavisto insists. Everything that was agreed upon was written down on paper. Different points of view can be expressed, but there can be no agreement on anything other than what is stated in the text of the document.”

In addition, the Finnish Foreign Minister noted that the country could give in to Turkey’s demands for the extradition of persons , whom she considers terrorists only “if there are very good reasons.”

How, then, can Turkey build obstacles for the Swedes and Finns, if they show obstinacy and do not comply with Ankara's demands? Actually, Erdogan himself stated this following the results of the Madrid summit. According to Erdogan, the implementation of the 10-point agreement by the two countries will depend on whether he sends their application for NATO membership to the Turkish parliament for ratification. Under the procedure, countries seeking to join the North Atlantic Treaty Organization must obtain approval of their membership applications from all member states of the bloc and go through the process of ratification by their respective national parliaments. So, theoretically, the Turkish president can arrange lengthy delays in this direction if he is dissatisfied with the actions of NATO “recruits”. But how far is he willing to go? We turned to an expert with this question.

“Apparently, Erdogan is unlikely to again block the possibility of Finland and Sweden joining NATO,” Nikolai Topornin, associate professor at MGIMO and director of the Center for European Information, comments to MK. – Based on what is now being heard from Brussels, Ankara, Helsinki and Stockholm, the parties have come to compromise solutions. The Turkish authorities stated that if the Finns and Swedes fulfill their obligations, they will not prevent them from joining the North Atlantic Alliance. It seems that this decision suited everyone, including the leadership of the bloc and the United States.

Another thing is that Erdogan can slow down this process if Helsinki and Stockholm refuse to fulfill their obligations. These are not just empty words about respect for the laws of Turkey and the lack of support for some Kurdish separatists. The tripartite agreement states that both Finland and Sweden must deprive the status of political refugees of more than 70 Turkish citizens, who are just Kurds and Erdogan enrolled in the list of “terrorists”. They obviously face a serious trial in their home country if they are deported.”

This is where certain difficulties arise, the expert believes. The very human rights mechanisms of Sweden and Finland are such that no one will send political migrants or refugees anywhere.

“It is clear for what purpose the Kurds came to these countries – to ask for protection from Erdogan,” continues Nikolai Topornin. – They gave it to them. And now it is proposed to remove this protection and return them back. What will the Finnish and Swedish authorities look like if they take such a step? There is a serious problem here, over which the lawyers and politicians of the two European states will have to rack their brains.

Perhaps Finland and Sweden will decide to give their citizenship to the Kurds. Earlier, the Finnish Minister of the Interior even made a lengthy statement that Helsinki would never extradite its citizens to anyone under any circumstances. Alternatively, Kurds who have been hiding in the country for a long time can be granted citizenship. Then Erdogan will be told that they are no longer Turks, but Finns, so no one is going to expel them.

Moreover, the Finns can send the Kurds to neighboring Norway to remove this issue. I doubt that Helsinki and Stockholm will send them to Turkey. Personally, I don’t see such a course of events yet.”

According to the expert, Erdogan continues to send such signals and threats to countries, since this is a matter of principle for him. There are political opponents inside his country, there is a serious Kurdish national minority that is fighting for the so-called state of Northern Kurdistan, seeking to secede from Turkey.

“The Turkish leader has elections next year,” said Nikolai Topornin. “There is internal opposition there. There are also external oppositionists, such as the famous Fethullah Gulen, who is in the United States. They have connections, contacts and money to support Erdogan's opponents inside the country, to guide them. Therefore, the head of state does not want to leave these obligations on paper. He needs concrete action. It is difficult to say how Erdogan will behave further, since he is an unpredictable person. Maybe he will put up with it, or maybe he will show his character. After all, even if the applications of Finland and Sweden are accepted, various legal procedures and voting will begin, Turkey will still have the opportunity to stall the process of their admission to NATO.”

Meanwhile, the expert stressed that the Americans, Germans and French could put pressure on Erdogan in this matter. They will push the Turkish leader to give the green light. In fact, he has already done this, although he retained the right of veto.

“Erdogan has the potential to frighten the Swedes and Finns by suspending this process,” sums up Nikolai Topornin. – At the same time, despite the fact that Stockholm and Helsinki are currently going to join the North Atlantic Alliance, they still say that with strong obstacles they can abandon this idea. Their current status is quite satisfactory. As I understand it, some euphoria has passed among the countries. If the situation in Ukraine had normalized, I think they would definitely postpone joining NATO.”

Zyuganov at the plenum of the Communist Party decided to enter into controversy with Putin

Replacing the Communist leader will be more difficult than Zhirinovsky

On Saturday, July 2, the IV Plenum of the Central Committee of the Communist Party of the Russian Federation will take place. The report of party leader Gennady Zyuganov is expected, among other things, to have an absentee polemic with the head of state over the ideological basis of the special military operation. How strong are the positions of the Communist Party of the Russian Federation, Zyuganov directly and who can replace him, we were told by our sources in the State Duma and the party itself.

Photo: Gennady Cherkasov

The country's chief communist sometimes makes adjustments during the presentation of his report. But the main positions are already known. Of greatest interest is the part where Zyuganov talks about the ideological justification of the special operation.

“The tragedy of Ukraine began with the transformation of the most prosperous Soviet republic into a poor country,” Zyuganov recalls. “This was followed by the formation, as in Russia, of a criminal oligarchy that betrays the interests of workers and suppresses their rights.” And all this is “a direct result of the monstrous crime of destroying the USSR.”

The revival of “Soviet patriotism”, according to Zyuganov, should become the ideological basis of the NWO: “It is no coincidence that the soldiers of our army and local residents, at the behest of their hearts, raise red flags, restore monuments to Lenin, use symbols with a sickle and a hammer.” He asks, “Why is there no desire for those in power to show the rise of Soviet Ukraine? But then we were together! Together we built and developed our common Motherland! Why, instead of discussing such important and fruitful topics, citizens are given fables about the fact that “Lenin invented the Ukrainian people”?

And finally, “the now extolled Ivan Ilyin composed odes to the glory of German fascism. Even in 1948, while in Switzerland, he wrote in the article “Our Tasks”: “Fascism was right, because it proceeded from a healthy national-patriotic feeling.” I just want to ask the pro-government noteworthy patriots: who are you dragging us all into authorities?

However, as our source in the Communist Party said, even such a frank correspondence debate with the theses of Vladimir Putin is rather a manifestation of the “great Soviet style” characteristic of Gennady Zyuganov, and not a confrontation at all. Nevertheless, there is still talk about Zyuganov's possible successors, but to a greater extent due to “physical” reasons – the age of the Communist Party leader himself and the death of Vladimir Zhirinovsky. Plus, the theoretical change of the head of the communists will not be “as simple as in the case of the Liberal Democratic Party” – the party is really strong and the “imposed” candidates can cause discontent in the regions.

Our source in the State Duma explained that the Communist Party of the Russian Federation is an apparatus party that has a system of nominating personnel from top to bottom. There are powerful regional branches, and it is mainly the heads of departments who get into deputies. That is, their own system of party lifts operates.

The closest to Zyuganov are his first deputy Yuri Afonin and simply deputy Dmitry Novikov. Afonin is relatively young, but “an apparatchik, not bright, although public, but not a speaker.” He does not know how to make such fiery speeches about the death of capitalism as Zyuganov. Novikov “is in charge of ideology”, for the second convocation he has been nominated for the post of speaker of the State Duma (unsuccessfully), which indicates his apparatus weight.

Academician Vladimir Kashin can hardly become a successor. He is very respected in the party, but clearly not a leader and not young. Ivan Melnikov in emergency cases may well replace Zyuganov, we also respect him, but according to our source, he is not ready to be a permanent leader.

Another iconic figure in the Communist Party is Nikolai Kolomeitsev. However, in the party he is considered more of an organizer than a leader. At meetings and forums, he does not make keynote speeches, unlike Novikov and Afonin.

Kissinger gave a gloomy forecast for Russia in Ukraine

The oldest diplomat named the conditions for the start of a world war

Henry Kissinger gave an interview to the conservative British magazine The Spectator (almost 200 years old) and outlined three scenarios for the end of the situation in Ukraine. They do not inspire much optimism, especially compared to the same Kissinger's statements at the Davos Forum at the end of May.

Kissinger is worth listening to not only because he is one of the oldest and most experienced diplomats in the world, is a member of the highest offices and has influence on world leaders. But also because one of the few remaining figures of the real world. One where ministers and diplomats were appointed on the basis of experience, ability, and not compliance with the agenda and did not declare, as, for example, British Foreign Secretary Liz Truss, that they would never recognize Russia's sovereignty over the Rostov region.

Let me remind you that in May Kissinger's Davos speech aroused, if not outrage, then indignation. He was even listed on the Myrotvorets website as a hostile and undesirable figure for Ukraine. Because he stated that “negotiations should begin within the next two months, before the situation finally becomes unmanageable and impossible to correct.” And most importantly, perhaps Ukraine should make territorial concessions to start negotiations.

And now, a month later, Kissinger is no longer talking about the need for territorial concessions to start negotiations. In May, he explains, the purpose of his statement was to settle the question of the purpose of the military confrontation before it all falls into the abyss – “becomes politically unmanageable.” Now, in his opinion, the goals are defined and three outcomes are possible. Moreover, “all three of them are still open to some extent.” That is, if a month ago, Russia, in his opinion, could enter into negotiations after territorial concessions from Ukraine, now this will not happen. This means that hostilities will continue until one or the other side exhausts the possibility of conducting them.

Kissinger sees three outcomes as follows.

The first. Russian victory. Under it, he understands the situation when Russia will remain where it is now. And thus will receive 20% of Ukraine and most of the Donbass (the main industrial and agricultural region), as well as a strip of land along the Black Sea. If she stays there, it will be a victory. At the same time, the role of NATO will not be as decisive as previously thought. That is, in fact, the threat from the North Atlantic alliance, which Russia spoke about, will be leveled. Interestingly, in general terms, this coincides with the goals that the President of Russia also called.

Second. War with Russia. Kissinger believes that it is possible to oust Russia from the territory of Donbass to the borders of 2014 and from the territory of Crimea. This, in his opinion, will lead Ukraine and the West to the question of a war with Russia itself. In fact – to the global conflict. Considering the statements of our president about a crushing response to those who “climb” and bringing our nuclear forces into a special mode of readiness, this option is the most frightening.

Third. Loss of Russia. If the Ukrainians can push Russia back to the borders as of February, then “Ukraine will be restored.” And most importantly, “it will be re-armed and closely linked with NATO if it does not become part of it.” That's when “the rest of the issues could be left to the discretion of the negotiations.” The conflict will be frozen. And such a situation, according to Kissinger, will be “a significant achievement for the allies.” NATO will be strengthened by the addition of Finland and Sweden, which will create an opportunity for the defense of the Baltic countries. Ukraine will have the largest conventional ground forces in Europe associated with or as members of NATO. “Russia will be shown that the fear that has hung over Europe since the Second World War, before the advance of the Russian army, can be prevented by the usual actions of NATO,” the diplomat said. In his opinion, this will also lead to a change in the balance of power in general – America will cease to be “the main element in the defense of Europe with the help of its nuclear forces.” And Europe will be so united that “for the first time in recent history, Russia will have to face the need to coexist with Europe as a whole.”

According to Kissinger's May forecast, there is still a month to keep control of the situation. It would be better to listen to this forecast – because his new forecasts are getting gloomier.

The corresponding changes were made to the Decree of the Government of the Russian Federation “On approval of the Regulations on the passport of a citizen of the Russian Federation, a sample form and description of a passport of a citizen of the Russian Federation”.

< strong>In how many days should a passport be issued?

The term for issuing a passport should not exceed five working days from the moment the documents are received by the Ministry of Internal Affairs. Prior to this, the period was from 10 to 30 days.

Will the reason for replacing a passport affect the term for issuing passports?

Circumstances of replacement passports will not affect the period of its issuance. In any case, it will be five days, the Ministry of Internal Affairs noted.

The reasons for replacing a passport may be:

  • turned 20 or 45 years old;
  • change of last name, first name or patronymic, gender, date or place of birth, appearance;
  • document damage;

Unsuccessful start. US test of hypersonic missile fails

A flight test of a hypersonic missile system in Hawaii ended in failure due to a post-ignition problem. This was stated by the US Department of Defense. It turns out that the hypersound test program failed again. No further details were provided. Although the US Department of Defense has no doubts that it will complete the program as scheduled.

What happened?

“The problem happened after the test asset ignited,” — vaguely stated in a statement by Pentagon spokesman, US Navy Commander Tim Gorman. Of course, the program staff initiated an investigation to determine the cause. Although the Department was not able to collect data on all flight parameters, the information obtained from this event will provide developers with new data.

We are talking about testing non-nuclear means of delivering a CPS surprise strike (conventional prompt strike). The United States plans to install this missile on the latest stealth destroyers of the Zumwalt DDG-1000 type, and on submarines of the Virginia type. Project CPS/LRHW — this is the creation of unified sea and ground operational-tactical hypersonic missiles in the interests of the US Armed Forces.

Possible causes

Russian military experts suggest that during the unsuccessful launch of the American missile, the second stage failed. It is she who ensures the stable flight of the product at hypersonic speed. Theoretically, the presence of a second stage indicates that the design of the rocket is too complex and contains several high-tech elements. Their work needs to be linked to each other. This is a rather lengthy and labor-intensive process, which, moreover, will require a large number of tests, as well as launches.

Variable success

The test marked the second unsuccessful test flight of the weapon prototype, known as hypersonic. During the first flight test in October, the launch vehicle failed   been unable to leave the launch pad.

Although in May of this year, the United States announced the successful test of the AGM-183A hypersonic missile. Her speed was five times the speed of sound. The launch was first carried out from air carrier — strategic bomber B-52H Stratofortress.

Where will the weapon be mounted?

The weapons are expected to appear on Zumwalt destroyers and Virginia-class submarines. A ground-based version of the weapon is also being developed, with Lockheed Martin Corp and Northrop Grumman Corp being the lead contractors.

Hypersonic competition

The Pentagon is pushing the fact that Russia and China are also developing weapons. According to Pentagon statements, this project is a response to the Russian Zircon missile system. Russian developers of hypersonic munitions do not seek to create such overly complex missile systems. In & nbsp; in particular, "Zircon" it flies quite successfully without a second stage. China is investing heavily in the "hypersonic project". In July last year, he placed one of the missiles into orbit, which, according to a senior US nuclear commander, covered 40,000 kilometers in more than 100 minutes of flight. In January, North Korea conducted two separate launches of hypersonic missile systems flying several hundred kilometers.

What tactics are used when using the Uragan MLRS in Ukraine?

Plot Russian special operation in Donbass and Ukraine

The Russian Ministry of Defense published footage of the combat work of the crews of the 9K57 Uragan multiple launch rocket system in Ukraine. The Russian military department claims that powerful artillery weapons make it possible to destroy single and group targets at a distance of up to 40 kilometers.

Correction of fire and control of the destruction of objects is provided by the crews of unmanned aerial vehicles “Orlan-10”, which significantly increased the efficiency of firing. Target designations make it possible to destroy enemy fortified positions and command posts with high accuracy. In order not to  fall under a retaliatory strike, the  combat mission of the crew of the “Hurricane” no more than five minutes are given, then there is a quick change of position.

Operators and combat experience

9K57 “Hurricane” — multiple launch rocket system of caliber 220 mm, adopted by the Soviet army in 1975. The system was produced until 1991 year, after the collapse of the Soviet Union transferred to armament of the Kazakh, Moldavian, Belarusian, Uzbek, Kyrgyz, Turkmen and Ukrainian armies, a significant part of the installations is on the balance of the Russian Armed Forces.

He has rich combat experience in various wars, for example, “Hurricane” widely used in Afghanistan. In the early 1980s, it was deployed and used by the Syrian military at the initial stage of the war with Israel. The system was used in the Chechen Republic, and also in 2008 during the Georgian-South Ossetian conflict. Also used in Ukraine by all parties to the conflict.

Main objectives

“Hurricane” it has a high lethal power and is used to destroy various areal targets. It is effective for destroying manpower located openly or located in shelters, weapons and military equipment in concentration areas, command posts, artillery and mortar batteries, ammunition depots and other targets.

Shooting can be carried out both in one salvo and single shots, from the cockpit or remotely. The Russian multifunctional unmanned system “Orlan-10” is used to adjust the fire. The range of destruction of this system depends on the type of rocket used, the minimum range of this MLRS is 8 kilometers, and the maximum — 35.8 & nbsp; kilometers, the area of u200bu200bcomplete destruction of one machine is 426,000 square meters. m. There is an option of the so-called ragged volley, during which the first eight missiles are fired at intervals of 0.5 seconds, and the remaining eight — 2 seconds. So a usual volley will require — 8.8 seconds, and on "torn" — 20.

Rockets

Rocket MLRS “Hurricane” 9M27K has a cluster warhead, which contains thirty fragmentation elements. Each is equipped with its own stabilizers and contains 350 ready-made submunitions with high penetrating power. With the explosion of 51.9 kg of explosive, a funnel about 3 m deep and 8 m in diameter is formed in the soil. Submunitions are deployed at a height of 1 1.5 km, their striking elements are capable of penetrating a steel sheet 6 mm thick in a radius of 10 m, 2 mm  — in radius of 100 m. The rocket projectile can also be equipped with a volumetric detonating warhead.

“Hurricane” became the first volley fire system that could be used for remote mining of the area. As a combat element, the “Hurricane” rocket projectile can carry anti-tank contact mines that react to the magnetic field of a combat vehicle. The latter have cumulative notches and can penetrate tank armor. Also, the warhead of the missile can be equipped with 312 PFM-1S anti-personnel mines. This mine has a plastic body and a small wing, which is designed to disperse ammunition over a large area. In shape, they resemble a butterfly or a petal.

Combat vehicle

The basis of the “Hurricane” — fighting vehicle 9P140 on a four-axle chassis of a cross-country vehicle ZIL-135LMP with wheel formula 8×8. The maximum speed is 65 km/h, the cruising range is over 570 km. The artillery unit consists of a package, in which sixteen tubular guides are assembled, a rotary base with sights and guidance mechanisms, and also hydraulic and electrotechnical equipment. It takes less than 3 minutes to transfer the system from the traveling position to the combat position, and the time of urgent leaving the firing position after a salvo is no more than 1.5 minutes. The calculation of the combat vehicle is 4 people.

What kind of new version of Pantsir-SM with twice the number of missiles was created in Russia?

Plot RF special operation in Donbass and Ukraine

A new version of the anti-aircraft missile and gun system (ZRPK) «Pantsir-SM» will receive twice as many anti-aircraft missiles. A model of the new version is presented, which will have 24 rockets. The combat vehicle received the prefix “TBM” (transport-combat vehicle). In addition, a loading device was installed on it, allowing the crew to independently recharge their own or other vehicles in the battery.

It was possible to increase the ammunition load due to the removal of two automatic guns of 30 mm caliber. In addition, we had to abandon & nbsp; the station for detecting air targets & nbsp; & mdash; in & nbsp; battle formations "Pantsir-SM" will receive target designation from other vehicles in battery or from command posts of echeloned air defense.

Speed and frequency

Today on "Pantsiry" of all modifications, 12 anti-aircraft guided supersonic missiles were installed in transport and launch containers. These ammunition are made according to the so-called bicaliber scheme. Their  feature is that the large-caliber upper stage is fired shortly after the launch, the caliber of the rocket decreases sharply, which reduces losses from aerodynamic drag, providing high speed on the entire flight path. Rocket with mass warhead — 16 kg, its speed flight reaches 1300 m/s. The interval between missile launches and  capture of new targets at "Pantsir" is one and a half seconds.

It was also reported about the development of small-sized anti-aircraft guided missiles to combat small drones and copters. So, in & nbsp; one standard transport and launch container “Shell” fits four small rockets. In the maximum load option, the new “Pantsir-SM” will be able to launch a volley of 96 rockets, reflecting the attacks of several “swarms of drones”.

The complex also has cannon armament, these are four 30-mm automatic rapid-fire guns (there are two of them on the new version). Total rate of fire — 5000 rounds per minute, ammunition — 1400 shells. All this firepower creates a continuous zone of destruction at a distance of up to 20 kilometers and a height of up to 15 kilometers. Moreover, the complex actually starts destroying targets from the ground level and a range of 200 meters. This makes it possible to fire not only air targets, but and ground and surface targets.

Farther, faster

The fire control system includes a multifunctional sighting station with a phased antenna array and a tracking radar. These radars track both targets and missiles launched by the complex. In addition to radar, the fire control system includes an optical-electronic complex. Thanks to this combination of instruments, the system sees targets at a range of up to 75 kilometers, and the maximum range of aimed fire of the complex is 40 kilometers.

It was also reported that the complex was equipped with a unique navigation system. It combines the key parameters of modern orientation systems — high accuracy of autonomous determination of angles, readiness time and  resistance to  external influencing factors. This will make it possible to detect and destroy all types of even advanced means of air attack, primarily high-precision weapons with flight speeds up to 1000 m/s. Sensitive radars see flying objects that have a minimum effective reflective surface — only 0.03 sq. m at a distance of tens of kilometers. The probability of destroying the “invisible” itself UAV or large-caliber missile is 70% from one shot. Larger prey is completely for “Pantsir-SM” easy target. Thus, the  new complex has significantly increased the capabilities of target detection range, as well as their selection and anti-jamming parameters.

More modifications

At the end of last year, it was reported that that the development of a modification of the anti-aircraft “Pantsir-SM-SV” began; on a tracked chassis for the Ground Forces and the Airborne Forces. The complex will have two types of anti-aircraft guided missiles and will have an increased kill zone. Both works are planned to be completed in 2022 year.

What kind of submarine B-588 “Ufa” entered the factory sea trials?

At the at the at at  (serial number 01617) of project 06363, built for the Russian Navy in  St. (part of   JSC "United Shipbuilding Corporation" — USC). This is the fourth of six project 06363 submarines being built for the Pacific Fleet.

” height=”425″ width=”640″ style=”display: block;” />

Submarine “Ufa”, Admiralty Shipyards. Photo: Official website of the City Administration of St. Petersburg

Construction

The contract for construction of a series of six large diesel-electric submarines of project 06363 for the Pacific Fleet of the Russian Navy between the Russian Ministry of Defense and JSC "Admiralty Shipyards" was signed on September 7, 2016. According to its terms, the first ship was to be handed over to the customer by November 25, 2019, the construction of the entire series was planned to be completed in 2022. Official laying of the fourth submarine B-588 “Ufa” under this contract was produced on November 1, 2019.

Characteristics

Project 636.3 submarines have improved performance characteristics. The project implements a number of innovative solutions that make it even more perfect, even more quiet and secretive. The characteristics of the key weapons systems and life support of the submarine have been brought to a new qualitative level.

Submarines of project 636.3 (“Varshavyanka”) have a length of 74 m, their maximum displacement exceeds 3 900 t. The robust hull provides the submarine with a working immersion depth of 240 m and limit — 300 m. The range of the 636.3 is up to 7 500 miles. The main armament of submarines — missile system “Caliber-PL” with cruise missiles of the same name, which are launched through torpedo tubes from a submerged position. They also have a retractable MANPADS “Strela-3”. The operation of this technique is impossible without a crew of 52 people. With such a composition on board, the boat can operate autonomously for for 45 days.

Boats of the Varshavyanka series more than once have shown their capabilities in combat conditions, confirmed the declared tactical and technical characteristics.

The persistence of diesel-electric submarines as a class is due to several shortcomings of nuclear-powered submarines. The key ones are excessive noise, background radiation and large dimensions, which do not allow active operation in shallow water and in cramped conditions. Initially, such submarines were produced for export, later they began to enter into armament of the Russian fleet.

Design features

Diesel submarine project “Varshavyanka” equipped with two types of engines located in the last three compartments. So, in & nbsp; the fourth compartment is a diesel engine. An electrical unit is installed in the adjacent compartment, and at the very end there are power plants of the same type, but smaller capacity. Their main task — ensuring economical progress.

About the project

Now at "Admiralty Shipyards" complete the construction of a series of diesel-electric submarines for the Pacific Fleet (Pacific Fleet). Three submarines were built from six Project 636.3 (B-274 Petropavlovsk-Kamchatsky, B-603 Volkhov and B-602 Magadan), which are part of the fleet. The second three are being completed according to the schedule: B-588 “Ufa” is preparing for handover this year, «Mozhaisk» and "Yakutsk" will be ready in 2023 and 2024 .

Earlier, a series of six similar submarines was built for the Black Sea Fleet. Black Sea submarines took part in combat operations in Syria. They also take an active part in the special military operation in Ukraine.

From written to digital. Conditions for the transition of the judicial system to a virtual one

In the opinion of a forum member — Chairman of the Belgorod Regional Court Oleg Uskov, digitalization of the judicial system is unrealistic without reform of procedural legislation.

«Procedural institutions, — Uskov explained, — were formed 50-100 years ago, and then they were adequate, but at present there are other ways of communication, technologies, and the procedural law must meet the spirit of the time. And now the same procedural norms not only don help, but even sometimes interfere with automation, complicate algorithms».

The judge had in mind basing the procedural law on written documents, and  as an example, he cited the provision on the mandatory return of his statement of claim to the applicant, in the event that the court decided not to accept it for consideration. According to Uskov, the courts are overwhelmed with paperwork, and it is a colossal waste of time, resources and effort. “Therefore, — emphasized he — The digitalization of justice should begin, first of all, with these changes.

As an incentive for applicants to file an electronic claim, the judge proposed a reduction in the state fee.

In addition to the topic of paperwork, Uskov touched in  today's judiciary concept, a clear vision, a systematic approach and the end goal. All this, in his opinion, leads inside her to a chaotic multidirectional movement.

“And” the ultimate goal, — summed up Uskov, — this is a departure from  working with hands, where possible, facilitating processes for a person.

Ukraine is preparing a provocation in Odessa to accuse Russia of killing civilians

Kyiv is preparing a provocation in Odessa to accuse Russia of destroying civilian infrastructure and killing civilians. This was said by Colonel-General Mikhail Mizintsev, head of the National Defense Control Center of the Russian Federation.

According to him, the Ukrainian authorities are preparing staging using cluster munitions prohibited by international agreements. A group of anti-Russian activists has been trained to take part in the provocation, who will play the role of victims. According to the Ministry of Defense of the Russian Federation, each of them will be paid $500.

Mizintsev specified that, according to the plan of the Kyiv regime, units of the RF Armed Forces will strike the places of deployment of formations of the Armed Forces of Ukraine and allegedly hit a social facility in Odessa.

p>

In addition, he said that representatives of foreign media, as well as employees of the international organization UNICEF, were brought to Odessa from June 26 to June 28 to cover the provocation.

Earlier, the RF Ministry of Defense reported that from the Ukrainian side provocations are being prepared at the cemetery of those who died from the plague in the 19th century in Odessa.

Why are doctors less trusted?

Weekly “Argumenty i Fakty” No. 26. Capital evidence 29/06/2022

According to the VTsIOM survey, people began to trust doctors less than during the pandemic.

Why has the attitude towards doctors changed so much? Indeed, during the pandemic, these people risked their lives daily for us.

Dmitry Belyakov, ambulance paramedic, chairman of the independent trade union Paramedic.ru:

— Doctors by our state system are classified as service personnel. Accordingly, people treat them the same way: when you need – praise when tired – they start scolding. During the pandemic, when it was necessary to attract doctors, to encourage them to work harder, doctors were praised in every way. And now, when the severity of the situation has decreased, it is possible to reduce both the degree of support and financial incentives.

It turns out that there is no order not only in the heads, but also in the system as a whole. By and large, there is no unified health care system. Each medical institution, in fact, belongs to one or another insurance company that pays for the work of doctors at approved rates, checks, and can impose fines. Often, insurers teach doctors what and how to treat. Even the “Ambulance”, being subordinate to the CHI, in fact, also became a medical service. It should be directly subordinated to the Ministry of Health, as it was in Soviet times.

We actually don’t have doctors left, especially in primary care. Many go into commerce, into the pharmaceutical business. Mostly visitors work. And often they go to earn money, and not to treat. People see this, therefore, the attitude towards such Aesculapius is appropriate.

Doctors today seem to be divided into grades. If you work in a city with a population of over a million, you are valued as first class, given a good salary and working conditions; in regional centers – the second grade, there are less salaries. And on the periphery, people work for 15 thousand rubles. But their work does not become less important because of this, they also save lives and health! There should be a single tariff scale for remuneration of medical workers so that people do not rush from city to city in search of money.

Now they propose to introduce additional payments to doctors for good work. I'm afraid that everything will again be at the mercy of the local leadership, favorites will appear again. Until the doctor is respected by his own government and various superiors, but remains at the level of servants, he will also not be respected by the sick.

“Plate” cover. How the USA warmed up the “Roswell Incident”

In the second half of the 20th century, there was a boom in the flowering of ufology, belief in & nbsp; aliens and the search for contacts with  them. And although ufologists claim that evidence of  meetings with UFOs has been known since ancient times and recorded in Sumerian writings and ancient Egyptian papyri, the most famous case dates back to the middle of the last century. Exactly 75 years ago, on July 2, 1947, the so-called Roswell Incident — the alleged crash of a UFO near the American city of Roswell.

This incident, which influenced the impressionable minds of millions of people, still remains one of the mysteries of world history and causes fierce controversy.

< h2>“The General got rid of flying saucer”

On the 2 night 3 of farmer William Brazel, who lived on a ranch in New Mexico, 75 miles north of Roswell, heard a bang accompanied by a flash of light. He was not very surprised: there had been a strong thunderstorm the day before. Waking up, Brazel got on his horse and went to the field. There, as he later said in an interview, “unusual fragments that seemed to be metal” were scattered over a large area. In addition, the farmer drew attention to “a shallow trench several hundred feet long.”

Among the fragments of an incomprehensible substance, similar to foil, were also bars of very light material that did not burn, was not damaged by a knife, and had the property, after deformation, to take on its original shape. Here there were also glass balls, some rods and other incomprehensible objects.

Brazel loaded all this into a jeep and took it to Roswell, to the sheriff. He immediately decided to contact the military, and the farmer, feeling himself involved in something great, went to the local radio station, where he spoke about his discovery on the air. The next day, American newspapers were full of sensational headlines: “Flying saucer captured on a ranch near Roswell.”

At that moment, a press release compiled by the military arrived in time. Commander of the 509th Composite Air Group, Colonel William BlanchardAfter analyzing the situation, he ordered the US Air Force statement to be published in the newspapers. “Multiple rumors about flying discs were confirmed yesterday when the reconnaissance section of the 509th Bomber Wing, Eighth Air Force, with the assistance of a local farmer and the county sheriff, managed to get hold of one of these discs, — was said in it.  A flying disc was allegedly discovered near a ranch in outskirts of Roswell last week. Measures were taken immediately, the ranch disc was delivered to Roswell Air Force Base, where it underwent a preliminary inspection, after which Major Marcell was delivered to headquarters».

Major Jesse Marcell, an intelligence officer assigned to the 509th Group, brought the artifacts found directly to the office of Brigadier General Roger Raimi. It was there that the famous photographs were taken, in which the military examine the “UFO fragments” lying on the floor. But General Raimi was not delighted with the influx of reporters. He ordered that the original press release be withdrawn and another one issued. It indicated that an error had occurred: they allegedly took the remains of a weather balloon for the wreckage of a UFO. The reporters mourned, but didn't hesitate. "General Raimi got rid of flying saucer", — wrote the Roswell Daily Record newspaper.

As for the farmer William Brazel, he, according to journalists, after talking with the military, “expressed regret” about having told about all this.

What was the Pentagon hiding?

After that, the Roswell incident was forgotten for a long time: a weather balloon is a weather balloon. But & nbsp; in & nbsp; 1978, a sensation thundered. Physicist and ufologist Stanton Friedman met with the very same Major Jesse Marcell and interviewed he. He admitted that the official version of the weather balloon was a fake and was designed to hide the fact of the discovery of an alien spacecraft.

I saw a lot of all sorts of probes, but never saw    —— said the former soldier.   It was General Raimi who made up the story with  the weather balloon as a cover to throw off pressing reporters from our shoulders. The press was told that they had picked up only a weather balloon, and therefore the flight to Wright-Patterson Air Force Base was canceled. They took me off the flight, someone else delivered it all to the Wright-Patterson base. I was generally forbidden to say anything to the press, except for what the general suggested.

American reporters perked up. In  the town of Roswell, there were also witnesses who told how 30 years ago they «saw and heard something like that», and some even observed aliens with their own eyes. The story began to overgrow with rumors, conjectures and hypotheses, which were happily picked up by UFO fans and researchers of anomalous phenomena. Gradually, she moved into the category of beliefs and lost touch with reality. The tabloids published articles and interviews on the topic, TV showed documentaries, and in 1980 the book The Roswell Incident came out. Its authors Charles Berlitz and William Moore untwisted the  cover story in their opinion that the alien ship was monitoring nuclear weapons testing in the United States, but  crashed after being struck by lightning. The crew is dead, the bodies of the aliens are stored at the air base, and the government is hiding information about it.

In the 1990s, it became clear that the authorities really had something to hide. Only it's not about aliens. The Pentagon has released a document stating that the scraps of foil and light struts found by a farmer in 1947 were the wreckage of an aerosonde operating as part of the secret Mogul Project. With the help of high-altitude balloons equipped with microphones, the US military monitored nuclear explosions in the USSR.

“The wreckage discovered near the city of Roswell was a payload shattered during the fall, carried by balloons,”— The New York Times wrote after reading the Pentagon report. — It was a variety of sensors and — which gave a particularly rich food for talk about““spaceship” — radio wave reflectors made of thin metal foil. At the time, the US Air Force claimed it was the wreckage of a weather balloon, which was a lie by necessity. However, over the course of decades, this incident has acquired a truly mystical scale in the eyes of those who believed in flying saucers.

Dummy stuffed with the insides of a slaughterhouse

< p>The short documentary “Alien Autopsy” made public by Britishfilm producer Ray Santilliin 1995   it shows how two people in white spacesuits examine a body lying on a table — a humanoid of short stature and frail build, without a nose and ears. It was reported to be one of the aliens who died in the disaster near Roswell.

The video was immediately criticized. Experts from  medicine noticed a lot of blunders in it. For example, “surgeons” incorrectly hold instruments, which, moreover, are not used in pathoanatomical practice. Moreover, they take the removed organs into their hands, which is completely unacceptable.

Yes and the ufologists themselves took the film skeptically. “There was a mannequin stuffed with innards from  the nearest slaughterhouse, — convinced Russian ufologist, author of books Mikhail Gershtein. — The film was a fake, which then its author then confessed. He went to this in order to make money. I think this case — Roswell Incident — from  annals of ufology can be safely deleted, like most other rumors about  UFO crashes. A military probe designed to monitor nuclear tests in the USSR fell into New Mexico. In general, there is such a pattern: the greater the resonance from an event, the louder they speak about it, the less likely it is that there really was something anomalous».

That's who wouldn't want  For this story to be debunked, it is the people of Roswell itself. Over the past 75 years, a provincial town in the south of the United States has become a Mecca for UFO fans and lovers of all kinds of anomalous things. The flow of tourists does not dry out, the entire local economy rests on them. And  any passer-by on the street will gladly tell you how his grandparents saw a luminous object falling from the sky in                 Of course, in the form of a plate.

the residents of seven farms turned to me with a request for restoration of the work of the border crossing; Sergei Plotnikov says — While the transition works on weekends and holidays. As for the second transition “Manotsky RF — Yuganovka”, then today this issue is not raised».

Erdogan called on Finland and Sweden not to delay the fulfillment of promises

Erdogan: Turkey will return to its original position if the fulfillment of promises is delayed Turkey will not support the entry of Sweden and Finland into NATO if they delay the fulfillment of their obligations, Erdogan said. Countries promised to expel members of the PKK, which Ankara considers terrorist =”Erdogan urged Finland and Sweden not to delay the fulfillment of promises” />

Recep Tayyip Erdogan

If Finland and Sweden do not fulfill their promises to Turkey in order to join NATO or delay the fulfillment of their obligations, Ankara will return to its original position on the issue of their membership in the alliance, Turkish President Recep Tayyip Erdogan said, Milliyet reports.

According to According to Erdogan, Sweden and Finland have so far only been invited to NATO, this does not guarantee their entry into the alliance.

“Let no one doubt that if we see attempts to delay the implementation of our obligations or hypocrisy, we will return to our original position,” — said the Turkish president.

Sweden and Finland applied for NATO membership in mid-May. Both countries emphasized that their decision was due to the changed security situation. Turkey has opposed their membership, demanding the extradition of members of the Kurdistan Workers' Party (PKK), whom it considers terrorists, the closure of all organizations associated with the PKK, and the provision of guarantees.

On June 28, during a meeting between Finnish and Turkish Presidents Sauli Niinistö and Recep Tayyip Erdogan and Swedish Prime Minister Magdalena Andersson, the parties were able to settle the issue, and Ankara decided to support the applications of Stockholm and Helsinki. The next day, NATO officially invited Sweden and Finland to join the alliance. Now the entry of Sweden and Finland will have to be approved by the parliaments of 30 countries— members of the military-political bloc.

Swedish Foreign Minister Ann Linde said that fears that Turkey would decide to block countries from joining the alliance again were greatly exaggerated. “I think we've worked so hard on this that we don't have to worry too much about further problems coming up. But it would be unreasonable of me to say that nothing will come up at all,— she noted.

Erdogan later said that the Turkish parliament would only ratify their applications for membership in the alliance if their obligations were met. Thus, he stated that Sweden and Finland should extradite “terrorists” to Ankara, amend the legislation on terrorist organizations as soon as possible, and also “prevent terrorist propaganda against Turkey.” “Sweden promises that 73 terrorists will be extradited to Turkey”, — he said, noting that he received the appropriate guarantees.

According to NATO Secretary General Jens Stoltenberg, the upcoming entry of Finland and Sweden will serve as a signal to Russian President Vladimir Putin that the doors of the alliance remain open and now he will “get more NATO at the Russian borders,” although he sought the opposite. According to the NATO official, the membership of Finland and Sweden “will change the whole situation in the Baltic region” because they will “cover up” Estonia, Lithuania and Latvia and will allow to strengthen the presence of the bloc.

Russian President Vladimir Putin, in turn, warned that the entry of Sweden and Finland into NATO could aggravate the already “difficult situation in the field of international security.” According to him, although the expansion of the bloc at the expense of these countries will not create an “immediate threat” for Russia, it will be forced to respond if additional military infrastructure appears on their territories.

Assange’s defense appealed his extradition

In June, British Home Secretary Priti Patel approved the extradition of the founder of WikiLeaks to the United States, where he faces life imprisonment for publishing classified information relating to the wars in Iraq and Afghanistan

Julian Assange

The defense of WikiLeaks founder Julian Assange filed an appeal against the decision to extradite him to the United States , writes The Wall Street Journal, citing Assange's lawyer Gareth Pierce.

The complaint was filed with the UK Supreme Court.

At the end of April, a British court ruled to extradite Assange to the United States, where he faces life imprisonment. The final decision was to be made by Home Minister Priti Patel. In mid-June, the interior minister approved the expulsion of the founder of WikiLeaks.

In the United States, Assange will be tried for publishing classified information relating to the wars in Iraq and Afghanistan. The accusation against him was brought after hundreds of thousands of government documents were published on the WikiLeaks website in 2010 and 2011, including about the death of more than 65 thousand civilians in Iraq.

Assange's lawyers claim that he, as a journalist, could publish documents exposing US war crimes in Iraq and Afghanistan.

The WikiLeaks whistleblower was US Army military intelligence analyst Bradley Manning, who was arrested in 2013 and sentenced to 35 years in prison. In prison, Manning changed his gender and name to Chelsea. In 2016, Assange offered to surrender to the American authorities if they would pardon his informant. In 2017, US President Barack Obama commuted Chelsea Manning's sentence, and she was later released.

From 2012 to 2019, the founder of WikiLeaks took refuge in the Ecuadorian embassy in London. However, Ecuador eventually denied Assange asylum. Since then, he has been in a British prison.

At first, the British court refused to extradite Assange, but ultimately the American authorities managed to extradite him.

In September 2021, Yahoo News reported that senior members of the Donald Trump administration and CIA officials in 2017 discussed the possibility of kidnapping and the murder of the founder of WikiLeaks, who was hiding in the embassy of Ecuador. According to the portal, due to the leak of intelligence data, Mike Pompeo, who then headed the CIA, “sought revenge” Assange and WikiLeaks.

In 2010, Sweden launched an investigation into the founder of WikiLeaks. There he was accused of sexual assault. Charges against him were brought by two women. The journalist himself did not deny intimate relations with them, but claimed that they were by mutual agreement. In the fall of 2019, the Swedish authorities closed the case against him due to the statute of limitations.

Former NATO Secretary General to Lead Development of Security Guarantees for Kyiv

Rasmussen will work on projects of international guarantees for Ukraine together with the head of Zelensky's office, Andriy Yermak. During the years of Poroshenko's presidency, he was his freelance adviser

Anders Fogh Rasmussen

Former NATO Secretary General Anders Fogh Rasmussen, along with the head of the office of the President of Ukraine Andriy Yermak, will lead the platform to develop security guarantees for Kyiv. Ukrainian President Volodymyr Zelensky announced this on his Telegram channel.

“I thank former NATO Secretary General Anders Fogh Rasmussen for his direct participation in the process that is necessary for our country. For agreeing to lead, together with Andriy Yermak, a platform that can fundamentally develop concrete security guarantees for Ukraine, — Zelensky said.

Yermak, speaking at the first meeting of the group on international security guarantees for Ukraine, said that they should be effective and cover the military, political, diplomatic, financial and other spheres. According to him, guarantees should also include sanctions policy. Yermak indicated that the restrictions should continue until Russia gives a “guarantee of non-recurrence of aggression”; and will not make amends.

Anders Fogh Rasmussen served as Secretary General of the North Atlantic Alliance in 2009-2014, before that he headed the Danish government for eight years. In 2016-2019, he was an adviser to the ex-president of Ukraine Petro Poroshenko. Rasmussen also worked as a consultant and advisor to the American bank Goldman Sachs.

Under Rasmussen in 2010, NATO's past Strategic Concept “Active Participation, Modern Defense” was adopted, which stated that the alliance wanted to see “a truly strategic partnership between NATO and Russia and would act accordingly, expecting reciprocity from Russia.” (In this year's new concept, the bloc called Russia “the main security threat.”)

Having already left the post of the alliance's secretary general, Rasmussen said in 2014 that the alliance “never had the intention of attacking Russia.” At the same time, he said that the alliance's cooperation with Moscow did not benefit European security, and Russia is trying to “redraw the map of Europe.”

In 2018, Rasmussen, being an adviser to Poroshenko, pointed out that an open armed conflict in Europe is unacceptable and the West should try in every possible way to avoid such a development of events. The former secretary general also said that “if Russia wanted to, its troops could occupy Ukraine in a few days,” despite the increase in the capabilities of Ukrainian troops in recent years. In addition, he spoke in support of anti-Russian sanctions.

The Russian leadership has repeatedly said that it does not consider NATO a defensive alliance and is convinced of its aggressive nature.

Ukraine demands international security guarantees in exchange for announcement of status neutrality and renunciation of NATO aspirations. Armenia and Turkey agree to open borders for foreigners

Yerevan and Ankara agreed to open land borders for citizens of third countries, as well as to establish direct air transportation of goods. Since February, the parties have resumed flights between Yerevan and Istanbul

View of the Armenian-Turkish border

The Armenian-Turkish border will be opened for citizens of third countries, the Vice Speaker of the Armenian National Assembly Ruben Rubinyan and the Turkish Ambassador Serdar Kılıç agreed on the fourth meeting on the process of normalization of relations between the countries, the Armenian Foreign Ministry reports.

“The parties agreed to ensure the possibility of crossing the Armenian-Turkish land border for third-country nationals visiting respectively Armenia and Turkey as soon as possible, and decided to start the necessary processes in this direction,” — The report says.

Yerevan and Ankara also agreed to establish direct air transportation of goods as soon as possible.

The borders between the countries have been closed since 1993. Disagreements are related, among other things, to the issue of recognizing the Armenian genocide in the Ottoman Empire and modern Turkey's support for Azerbaijan in the conflict in Nagorno-Karabakh.

In 2018, Armenian Prime Minister Nikol Pashinyan expressed his readiness to restore diplomatic relations with Turkey without preconditions . At the same time, he stressed that Yerevan will continue to seek international recognition of the Armenian genocide.

At the end of last year, the parties decided to appoint special representatives to normalize relations. Since February of this year, the countries have resumed flights between Yerevan and Istanbul. In mid-March, Armenian and Turkish Foreign Ministers Ararat Mirzoyan and Mevlut Cavusoglu positively assessed the process of normalizing relations between the countries. Mirzoyan also said that Armenia is ready to establish diplomatic relations with Turkey and open the border.

Grushko announced the beginning of NATO’s new arms race

The Deputy Foreign Minister, speaking about the new concept of the alliance, said that it is not only about political guidelines, but “the process of military construction will be built under these guidelines.” NATO recognized Russia as a “direct threat”

Alexander Grushko

NATO is starting a new arms race, Deputy Foreign Minister Alexander Grushko said during a discussion of the Valdai Club, commenting on the new Strategic Concept of the North Atlantic Alliance, RBC correspondent reports.

“We are talking not only about political installations that will work for a long time, but under these installations the process of military construction will be built. NATO starts an arms race,— he said, noting that it would require “mandatory demonization of the enemy.”

“Hostile military planning and hostile policies” the diplomat called “such an explosive mixture, from which it is very difficult to get out.” NATO pulls 'into a dangerous spiral' not only the whole of Europe, but the whole world, Grushko noted.

The diplomat considered the situation “very serious”: NATO, in his words, “creates a threat to itself and tries to neutralize this threat.” He assured that the Russian side would take this into account when building a defense policy.

NATO leaders on June 29 at the summit in Madrid approved a new strategic concept for the alliance for the next decade. It defines Russia as “the most significant and direct threat to the security of NATO members” and also considers challenges from China for the first time.

In the previous version of the document, approved in Lisbon in 2010, Moscow was considered as a partner, cooperation with which “is of strategic importance, since it contributes to the creation of a single space of peace, stability and security.” China was not mentioned in the document.

The State Duma will introduce KPI for committees on laws and round tables

The State Duma has developed KPI for committees. Their effectiveness is proposed to be assessed by the number of developed initiatives and by the results of round tables and appeals

First Deputy Chairman of the State Duma Ivan Melnikov sent a report to the speaker of the lower house, Vyacheslav Volodin, on the work done to establish criteria for the effectiveness of the work of the Duma committees. The presented order of work will have to be approved by the Council of the State Duma. RBC has the relevant documents, their authenticity was confirmed by Melnikov's press secretary Pavel Shcherbakov.

“Ivan Ivanovich [Melnikov] turned to V.V. Volodin, together with [deputies Oleg] Morozov and [Viktor] Pinsky, with a request to bring the issue of introducing KPI to the council due to the fact that the study was completed,— he said.— The chairman agreed to bring the issue to the council. Consideration of documents by the Council of the State Duma should take place on Monday, July 4.

According to the proposed order, the criteria for the effectiveness of the work of the committees are supposed to be divided into three blocks— procedural, semantic and control. The first of them evaluates the fulfillment of those requirements that are in the Duma regulations, & mdash; there are about 30 of them. Among other things, they concern the timing of the submission of documents by the committees to the Duma Council, the timing of the distribution of bills received by the committee and the issuance of conclusions to other committees. “This is necessary so that the committees do not drag out the work, but this is all fixed in the SOZD [Legislative Support System] and will be taken into account automatically,” — political scientist Pavel Sklyanchuk told RBC.

The second of the blocks of criteria takes into account the number of initiatives submitted by committee members, the number of bills submitted by the committee for consideration by the State Duma, and the number of its initiatives that appeared within the framework of the Duma's Scientific and Expert and Research Program. In addition, the criteria include taking into account the number of appeals and conclusions based on the results of round tables held by the committee, parliamentary hearings and working groups, as well as the number of conclusions and appeals of the committee adopted by the Duma.

The third block of criteria is related to the assessment by the committee laws already passed. They will be determined by the Duma's control committee headed by Oleg Morozov. The results of the KPI assessment of the committees will be summed up twice a year— by the end of the spring and autumn sessions. There are currently 32 committees in the State Duma.

According to Sklyanchuk, the introduction of KPI may indicate that committees, not factions, are now important for parliament. “The differences between the factions are getting smaller, which allows you to quickly make decisions, — he noted.— Under the current conditions, the term for introducing amendments to the second reading reaches 30 minutes, special working groups are increasingly being created, and a rare plenary meeting is held without a protocol order. At the same time, in assessing the work of committees, in fact, only the second block, which introduces socially significant goals of work, is new, he said. However, there is a risk that KPIs will not affect the work of the committees, since the personal responsibility of their chairmen has not been established, the political scientist added.

Previously, Vedomosti wrote that the corresponding results would be open, and they would be announced at the Duma Council. Then Melnikov said that when developing KPI, the task was set for the committees “not only to work on the agenda of the executive branch, but also create the agenda themselves.” According to him, the commission will monitor the low assessments of the committees and draw appropriate conclusions. He did not rule out that some decisions based on the results of the assessment will be made by the factions that participate in the formation of the leadership of the committees. Deputy Pinsky noted that points will be awarded for achieving KPI; in addition, a system of coefficients will be created, since different committees have different workloads.

At the opening of the spring session of the Duma on January 18, Speaker Volodin spoke about the need to introduce KPI. Then he claimed that more than 70% of bills are in 10 committees, and about 30%— in the remaining 22.
