France has entered a period of war economy in which the country can no longer live with “year-old spending programming.” This was stated by the French leader Emmanuel Macron at the opening of the international exhibition of the arms industry Eurosatory 2022.

“I asked the Minister [of Defense of France] and the Chief of Staff of the Armed Forces to re-evaluate the law on military programming in the coming weeks, taking into account the geopolitical context.” ;,— he said.

Macron expressed confidence that France will be able to “organize” in the long term.

The Defense Programming Law aims to establish a multi-year spending program that Paris allocates to the armed forces.

The French President started increasing defense spending back in 2017. According to BFM TV, the budget of the French Ministry of Defense will increase again in 2022 to €40.9 billion in accordance with the plan for 2019–2025.

The French leader stressed that the growth of threats, including the start of a special operation Russia in Ukraine, make Paris “act faster” in this question.

Macron also called for the strengthening of the European defense industry, which should be “much stronger” in light of increased military needs due to the situation in Ukraine. “We need to create a much stronger European defense industry and industrial and technological base,” — he said.

Belarus has developed a PCR test for the diagnosis of monkeypox

Belarusian epidemiologists have developed a test system for diagnosing monkeypox, the results will be ready in a few hours, said Vladimir Gorbunov, director of the Republican Scientific and Practical Center for Epidemiology and Microbiology.

“We developed a test system for the laboratory diagnosis of monkeypox. This is a standard PCR technology that includes several steps. This includes the selection of nucleotide sequences that should be specific for a given pathogen. There are databases of these sequences, from where experts select markers that are later used in the test system, — said in a message on the official Telegram channel of the republic.

Gorbunov added that the test system is able to give a result a few hours after receiving the biomaterial. According to him, monkeypox is not widespread, so experts do not expect the disease to appear in Belarus in the near future.

“Let's hope that the infection does not reach us. But our center was created to work ahead of the curve. We can develop even what is needed in a single quantity. <…> We are solving the state problem in the field of biosafety”, — he added.

It was reported last week that monkeypox had been identified in 32 countries outside of Africa, with the number of cases exceeding 1,000.

Stoltenberg was surprised by the position of Turkey on the membership of Finland and Sweden in NATO

The NATO Secretary General considered Turkey's fears about the entry of Finland and Sweden into the alliance legitimate. Negotiations with Turkey will continue in order to find “a common path forward”, he assured

Jens Stoltenberg

NATO Secretary General Jens Stoltenberg had no reason to believe that Turkey would take a hard line when he promised Finland and Sweden to quickly join the alliance. He spoke about this in an interview with The Financial Times.

“We had no reason to believe that there would be any problems. Turkey's concerns are not new. Turkey— an important ally, and when an ally raises security issues, we must resolve them, — emphasized Stoltenberg.

He called Turkey's concerns about terrorism legitimate. According to him, no NATO ally has suffered from terrorism on such a scale as Ankara. Stoltenberg assured that negotiations with Turkey would continue in order to find “a common path forward.”

At the same time, the NATO Secretary General expressed confidence that it was still possible to overcome the “legitimate” Ankara's fears “within a reasonable time.” “My goal is for Finland and Sweden to become members [of the alliance] as soon as possible,” he concluded.

Helsinki and Stockholm applied to join NATO on 18 May. All member countries must approve them, but Turkey opposed the accession of these northern European countries to the bloc.

Ankara explained its decision by the fact that these countries gave asylum to members of organizations recognized as terrorist in Turkey, — for example, the Kurdistan Workers' Party (PKK)— and did not issue them at the request of the Turkish side. In addition, Sweden and Finland imposed sanctions against the republic.

NATO Secretary General assured that allies, when considering applications from Helsinki and Stockholm, will take into account the concerns of all parties, including Ankara.

Swedish Prime Minister Magdalena Andersson 21 May said that Stockholm “welcomes the possibility of cooperation in the fight against international terrorism.” and supports the inclusion of the PKK in the list of terrorists. Finnish Foreign Minister Pekka Haavisto spoke about his readiness to guarantee Ankara that links with the PKK will be more closely monitored, but stressed that Helsinki cannot extradite people associated with the party without justice.

The President Russia Vladimir Putin said that the entry of Finland and Sweden into NATO would not create an immediate threat to Moscow, but in the event of an expansion of the military infrastructure of the alliance, the Russian side would take retaliatory actions.

“We are always very kind to our army and wish it the best achievements and success in this difficult situation. Defenders are always there, they analyze all the characteristics of weapons,— Borisov said. According to him, there are no serious complaints from the Ministry of Defense regarding weapons models. Fighting— this is a real platform where the declared characteristics are already proven and confirmed in practice, the Deputy Prime Minister noted.

“Not bad, well, one might say, our high-precision weapons work. We hear in the daily reports of the Ministry of Defense about the destruction of complex objects. Artillery, aviation means of destruction show themselves well, & mdash; Borisov added.

When asked by RBC what conclusions were drawn after almost four months of the special operation, Borisov replied that “wars are becoming different.” and “it's impossible to predict everything.” The Deputy Prime Minister also said that the era of high-precision weapons is coming, since all armies are interested in saving the lives of their soldiers. To do this, it is necessary to increase and build up firepower in order to disable the infrastructure and main forces of the enemy even before direct contacts, Borisov noted.

“I think that there is more and more use of robotic means, not only aviation, but also ground, and sea, and surface, and underwater. This weapon is based on the so-called new physical principles. This is a laser theme, electromagnetic weapons. This is the weapon of the future,— summed up the Deputy Prime Minister.

In the Czech Republic, Macron’s words about the “humiliation” of Russia were considered a misunderstanding of the problem

Czech Foreign Minister Jan Lipavsky said that French President Emmanuel Macron did not understand the essence of the problem when he said that Western leaders should not “humiliate Russia.” According to him, Moscow does not care how the West perceives it

French President Emmanuel Macron did not understand the essence of the problem when he said that Russia should not be “humiliated”, Moscow does not care how it is perceived in the West, Czech Foreign Minister Jan Lipavsky said on CNN Prima News.

< p>«Russia— the aggressor, and we should not take into account whether she is humiliated or not. Macron is probably not very versed in this issue, [President Vladimir] Putin does not care how Russia is perceived in the West, — said Lipavski (quote from České noviny).

In early June, Macron, speaking about his constant contact with the Russian president, stressed that Western leaders should not “humiliate Russia” so that after the cessation of hostilities, a way out of the crisis could be found through diplomatic channels. According to Macron, he is confident that the Russian authorities have made a “historical and fundamental mistake for their people, for themselves and for history,” which he told Putin.

Macron and Putin have been in frequent contact since the end of last year, when the situation around Ukraine began to escalate, and Russia— demand security guarantees from the US and NATO. In early February, they met in person in Moscow. As of the end of May, Macron has become Putin's most frequent interlocutor of all world leaders. The French president also actively maintains contacts with Ukrainian leader Volodymyr Zelensky.

The frequent communication of the French president with Putin was criticized by other European leaders. So, in early April, Polish Prime Minister Mateusz Morawiecki said that their conversations did not help prevent a military operation in Ukraine, and the situation requires “clear and decisive” action. sanctions. Macron then called the dialogue with Putin his duty, stressing that from the very beginning of his presidential term in 2017, “he did not pander to him, unlike others.” According to Estonian Prime Minister Kai Kallas, due to communication with other leaders, Putin does not receive the message that he is “isolated” that they are trying to convey to him.

SIPRI announces highest nuclear risk in years

SIPRI: Risk of nuclear weapons use peaking since Cold War World's total number of nuclear warheads is marginally down compared to 2021, but all nine nuclear powers are building up or upgrading their arsenals, SIPRI report says

Nine countries with nuclear weapons— Russia, USA, China, France, UK, Pakistan, India, Israel and North Korea,— begin to actively modernize their arsenal, according to a study by the Stockholm International Peace Research Institute (SIPRI).

“Despite the fact that significant progress has been made in the past year both in the field of nuclear arms control and in the field of nuclear disarmament, the risk of using nuclear weapons now seems higher than at any time since the height of the Cold War,” — says SIPRI director Dan Smith.

According to experts, the total number of nuclear warheads as of January 2022 amounted to 12.7 thousand, of which 9.4 thousand— active and potentially ready for use. Last year, according to SIPRI, there were over 13,000 warheads. According to the institute, the reduction in stocks is due to the fact that Russia and the United States have decommissioned obsolete systems, and the number of warheads suitable for use remains at the same level.

According to the expert SIPRI Hans Christensen, “there are clear signs” that the nuclear arms reduction process that has been going on since the end of the Cold War has been completed.

According to the institute, as of January 2022, the total number of warheads is:

  • Russia— 5977 (deployed 1588);
  • US— 5428 (deployed 1744);
  • China— 350;
  • France— 290 (280);
  • in the UK— 225 (120);
  • Pakistan— 165;
  • India— 160;
  • Israel— 90;
  • North Korea— 20.

The United States and Russia together possess more than 90% of the world's nuclear weapons, the report says. The other seven nuclear states are either developing and deploying new weapons systems or have announced their intention to do so. In particular, last year the UK announced a decision to increase the limit on stockpiles of nuclear warheads, and France launched a program to develop a nuclear submarine with third-generation ballistic missiles.

India and Pakistan, according to SIPRI, are expanding their nuclear arsenal, while Israel is modernizing it (the country's authorities have not officially reported that Israel has nuclear weapons). North Korea is prioritizing its nuclear program, while China is building 300 new silos, experts say, citing satellite imagery.

SIPRI says that due to the Russian military operation in Ukraine, the dialogue between Russia and the United States on strategic stability has reached a dead end, and none of the other nuclear powers is negotiating arms control. In addition, the permanent members of the UN Security Council (China, Russia, France, the United States and the United Kingdom) have not acceded to the Treaty on the Prohibition of Nuclear Weapons, and there is no progress in negotiations on Iran's nuclear program.

February 27, on the third day Russian military operation in Ukraine, President Vladimir Putin ordered the transfer of the strategic deterrence forces (SSS, they also include nuclear forces) to a special mode of combat duty. After that, the Pentagon said that they see no reason to change the state of the US strategic deterrence forces. At the same time, according to the head of department Lloyd Austin, the Russian nuclear arsenal presents “significant problems”; for the United States.

Russian Foreign Minister Sergei Lavrov emphasized that Russia was committed to the thesis of the inadmissibility of nuclear war, at the same time he said that he considered “very significant” the risks of such a development. The Kremlin pointed out that the use of nuclear weapons by Russia is possible only in the event of a threat to its existence, which is reflected in the concept of national security.

The head of European diplomacy recalled that “in Thessaloniki, we promised the Western Balkans a European future.” (The summit at which Brussels began the process of integrating countries into the EU was held in 2003). “Some will succeed [becoming a candidate], others will not. What if we did the same for Ukraine?»,— asked Borrelle a question.

Ukrainian President Volodymyr Zelensky signed an application for EU membership on the fourth day of the Russian military operation, February 28. In May, the country's authorities handed over the completed questionnaire to Brussels, which is a mandatory step in the process of joining the European Union.
